​The former Deputy Minister of Defense of Ukraine is probably guilty of nearly 1 billion hryvnias (over 25 million euros) in damages due to the supply of inappropriate military uniforms to the Armed Forces of Ukraine, the Security Service of Ukraine (SBU) reports.

The former Deputy Minister of Defense of Ukraine, who held this position in 2021-2023, together with his subordinate, former acting director of the Department of State Procurement of the Ministry of Defense, was detained for abuse of official position and obstruction of the legal activities of the Armed Forces of Ukraine and other military formations.

According to the investigation, in June 2022, they created the conditions for the Ministry to purchase military equipment without testing it in laboratory conditions, but only superficially – in terms of appearance.

  • “This simplified form of acceptance of military property was later used by the ministry to conclude contracts with a Turkish company for the supply of low-quality winter uniforms of military clothing: jackets and windbreakers for servicemen of the Armed Forces of Ukraine, which do not meet technical conditions, for a total amount of approximately one billion hryvnias.
  • As a result of fulfilling the terms of the contracts, state funds were transferred to the accounts of the Turkish company in particularly large amounts and poor-quality uniforms for the needs of the Armed Forces were provided.
  • Thanks to such an illegal mechanism of wasting state funds, the specified low-quality property was taken into account and handed over to the army,” writes Ukrinform.ua, the prosecutor’s office reports.

The investigation established that servicemen of the Armed Forces of Ukraine cannot use the uniform, as it is unsuitable for operation in the cold season in conditions of intense combat operations.

The prosecutor’s office is not naming the former deputy minister, but we do know that the Ukrainian government fired all six deputy defense ministers, Volodymyr Gavrilov, Rostislav Zamlinskyi, Hanna Malyar, Denis Sharapov, Andriy Shevchenko, and Vitaly Deinegu, on September 18 after appointing a new minister, Rustem Umerov, to replace Oleksiy Reznikov.
