After a great start, England were 13-0 up after just 13 minutes and it looked like they would pull away significantly by the end.
Argentina fought back at the end of the first half and leveled the dispute, and in the second half showed a completely different game.
It was an emotional final for England when the Cougars missed a penalty with five minutes remaining that could have sent the match into extra time.
Earl and Dan scored for England, and Farrell managed to convert twice and four penalties.
For Argentina we scored tries from Cubelli and Carreras, Boffelli converted twice and two penalties, while Sanchez converted a penalty but missed the equalizer in the end.
England, who have been world champions since 2003, have lost three more finals: in 1991, 2007 and 2019.
South Africa and New Zealand will battle it out for the big trophy on Saturday from 10pm.
