“For 8 months of this year, the police issued 8,629 temporary protection orders, 3,606 of which were changed by the courts to protective orders. Nationally, the number of domestic violence crimes in the 8 months of 2023 increased by 3.6% compared to the 8 months of 2022, from 36,921 to 38,243. Compared to the same period in 2022, there was an increase in cases of beatings or other violence (from 23,151 to 23,786 acts), failure to comply with protective orders (from 2,166 to 2,742 acts), and threats (from 4,441 to 4,678 facts). The number of crimes in the form of non-fulfillment of temporary protective orders (from 579 to 541 acts) and leaving the family (from 3,656 to 3,288 acts) also decreased,” the IGPR reports.
The largest share of crimes is blows or other violence – 62% (23,786 acts), threats – 12% (4,678 acts), family abandonment – 9% (3,288 acts), non-fulfillment of protective measures prescribed by regulations – 7% (2,742 cases) , non-implementation of measures regarding the guardianship of a minor – 4% (1368 cases) and non-implementation of measures prescribed by a temporary protective order – 1% (541 cases), which together make up 95% of the total amount.
During the same period, the courts issued 7,814 protective orders, of which 3,606 were temporary.
Regarding non-fulfillment of the protective order, 2,742 crimes were reported, which is 26.6% more than in the same period of 2022, of which 1,790 occurred in urban areas and 952 in rural areas.
At the national level, 8,629 temporary protective orders were issued, 3,606 of which were transformed into protective orders.
541 crimes were reported for non-fulfillment of a temporary protective order, of which 293 occurred in the city and 248 in the village.
In the first 8 months of 2023, 2,326 measures of protection for victims of domestic violence were issued at the level of the police inspectorates of Iasi, Mures, Vranca and DGPMB counties, units that entered Phase I of the SIME pilot project, including 1,539 temporary protection orders and 787 protective orders (issued by courts).
In 288 situations, the measure “forcing the aggressor to constantly wear an electronic means of surveillance” was applied, which is 12.4% of the total number of issued temporary protective orders and protective orders issued by courts.
As for the detected crimes, a total of 256 crimes were registered, of which 11 were for destruction, 194 were for failure to comply with the security regime, and 51 were for failure to comply with the temporary security regime.
In relation to 18 suspects of committing these crimes, preventive measures were chosen: 10 – detention, 4 – arrest and 4 – judicial control.
In the course of their official duties, police officers issue temporary protective orders if they find that there is an immediate threat that the life, physical integrity or liberty of a person will be endangered as a result of domestic violence, in order to reduce this risk.
