
On Thursday, the government will adopt two regulations that will raise the minimum wage in the economy from 3,000 to 3,300 lei and the minimum wage in construction from 4,000 to 4,500 lei, Prime Minister Marcel Čolaku announced on Wednesday.
- “Tomorrow I will issue an order and the DG. Once to increase the salary from 3000 to 3300 and HG to increase the construction salary from 4000 to 4500 so that the payment of CASS will not affect any category because they were exempted from paying CASS and will not be affected at all by the introduction of CASS”, – said Marcel Cholaku in an interview with Digi24.

HotNews.ro reported on Wednesday that the authorities want to raise the minimum wage in construction to 4,500 lei, according to a draft emergency decree. Regarding application, the document provides that it enters into force on the 1st of the month following its publication in the Official Gazette.
So if it is published in September, it will apply from October. In addition, if it appears in October, it will be effective from November. It remains to be seen.

We clarify that they currently do not pay income tax, health care contribution and, if desired, level II. However, under the law that the Cholak government will take responsibility for, they will pay CASS (healthcare) because they will still benefit from it. So they will only be exempt from income tax.
So, at the moment, workers in this sector have a minimum salary of 4,000 lei, that is, they receive 2,750 lei per hand.
Taking into account the fiscal changes in the industry (which have the same position from the 1st of next month), as well as the GEO project, the minimum gross salary for construction will increase to 4,500 lei, which means a net salary of 2,925 lei.
From this increase, the state will earn 81.5 million lei in 2023 and 511.1 million lei in 2024, according to the explanatory memorandum, but note that the reintroduction of CASS is not included in the budget impact analysis.

The government is also considering raising the classic minimum wage, i.e. for other workers, to 3,300 lei from 3,000 lei.
We would like to clarify that until the end of the year there is a provision according to which 200 lei are not taxed.
Therefore, those paid in this way will receive 2,079 lei (net) from October 2023.
At the moment, the net amount is 1,898 lei.
