
The law to introduce and increase taxes, which the Cholak government took responsibility for, worked in various individual departments, and the authorities do not seem to realize that entire sectors will be affected by several taxes at once.
General Director of the Association of Romanian Brewers Iulia Leferman said about it.
“We are anxiously watching. There are sectors such as beer that have been affected multiple times by the recently approved measures,” she said at a conference organized by the Trade and Communications Freedom Coalition (CLCC).
As for the beer sector, she said:
- Increase in excise duty by 10%
- Increase in VAT on non-alcoholic beer (from 9% to 19%)
- Sales tax (1% if 16% corporate tax is “too low”)
- Then there is the indirect impact of other taxes related to the energy sector, banks.
“All this is in the economy. We are integrated into the production, value chain. Therefore, we cannot consider them in isolation,” she explained.
- “Unfortunately, the Ministry of Finance considered things in isolation. The final document shows that it was worked on by different departments for different components of activity. A final impact analysis was completely absent.”
“One tax should not be considered separately from others that can be directly influenced. We are talking about a sector where there is no tax evasion. We are preparing for a new increase in the excise tax from January 1, 2024. The cumulative impact of the multiple measures included in this package is worrying,” the representative of Pivovariv also noted.
