Denys Pushylin forbade the presence of civilians on the streets and in public places from 11:00 p.m. to 4:00 a.m. from Monday to Friday, the decree states.

The decree prohibits gatherings, rallies and demonstrations, as well as other mass events in the Russian-controlled territories of the Donetsk region, except in cases where they have received the permission of the Operational Military Response to Threats in the DPR.

The decree, signed by Pushylin on September 18, also introduces “military censorship of postal correspondence and messages transmitted through telecommunications systems, as well as the control of telephone conversations.”

Among other measures provided for by Pusilin’s decree is the establishment of roadblocks and guard posts on the border with Luhansk and Zaporizhzhia regions. These decisions are taken against the background of the beginning of Ukraine’s counteroffensive, in particular in the western Zaporizhzhia region.
