One year after their announcement and after forty waves, the first six development contracts local city plans. Two of them concern the municipalities of Attica (Penteli, Rafina Pikermi), two more… the constituency of former Deputy Minister of Planning Nikos Tagaras (Corinthia and Velos Vochas) and two other regions of the country (Evia and Chios). The training must be completed within three years.

Urban planning for 70% of the country, a program called “Konstantinos Doxiadis” by the great Greek city planner, begun in 2021 and intended to be completed by 2026. The ambitious project was implemented on behalf of the Ministry of the Environment by the Technical Chamber and funding was provided by the Recovery Fund.

The first 12 studies were announced in July 2021, but none were ultimately awarded as interested individuals offered discounts ranging from 55% to 77% (see “K” 10/22/2021) and their fate is still unknown.

The specific six studies signed in the previous TEE days relate to the second round of tenders (15 studies) announced in April 2022 (i.e., it took more than a year to conclude the contract). Since then, tenders have been issued for dozens of studies, and the commissioning process has not yet been completed. However, as “TO” pointed out in a series of reports that the process has several problems, as in some studies, stakeholders crowd around offering reasonable discounts, while in others (the latter number are many), only one or two bidders appear who offer many low discounts, even if they study with an important financial goal. Some other studies have been submitted to the courts (for example, the Metropolitan Municipality study) following appeals from interested parties.

There are also problems with the distribution of studies. So far, only four special urban development projects (Elafonisos, Mykonos, Santorini, Minos Pediada) have been put into operation, which have even been extended, since the tight deadlines (completion in a year and a half) turned out to be unrealistic in practice. And until Wednesday…no local planning. Regarding the 6 studies assigned in the previous two days:

• The study of the municipality of Corinthia covers only two of the five municipalities of the municipality (Saronikou and Soligea).

• The study of Chios includes both Psara and Oinuse.

• In Evia, a study was announced for the municipality of Chimi-Aliveri. In the two fire-affected municipalities of North Evia, urban development is being carried out as part of a reconstruction programme.

As a result of the study of the Local Urban Planning Plans, the types of land use, building conditions, protection zones, zones for the development of industrial activities, delimitation of watercourses, zones of special urban incentives, as well as measures to adapt to the climate crisis, support for emergency situations, emergencies and liquidation of consequences will be determined by Decrees of the President. natural and man-made disasters. The studies must be completed within three years, then they are submitted to the Central City Planning Board (KESYPOTHA) for review, and if it gives the green light, they are approved by presidential decree.
