On Thursday, the Supreme Court of Cassation decided to stop the criminal trial due to the expiration of the statute of limitations against Mihai Teodor Eugeniu, a high school student radicalized on behalf of a fundamentalist organization in the Middle East, who discussed with another student how to blow up the Cernavodă factory, Agerpres reports.

Three judges of the Supreme Court established that the facts with which Mihai Teodor Eugeniu was accused, namely, the promotion of a message by means of propaganda carried out by any means, with the intention of inciting the commission of a terrorist act and association for the purpose of committing terrorist acts, s -prescribed , two decisions of the Constitutional Court that apply in this sense.

On the other hand, Mihai Theodor Eugeniu was acquitted of two other crimes under the Anti-Terrorism Act 535/2004, as well as child pornography.

This is the first time that a Romanian accused of terrorist propaganda has avoided charges with the help of the Constitutional Court.

In June 2018, 15-year-old Mihai Theodor Eugeniu was detained by DIICOT for committing crimes under the Prevention and Combating of Terrorism Act.

According to DIICOT, since September 2017, the teenager was actively involved in contacts with supporters of terrorist organizations operating in the Middle East, Romanian and foreign nationals, in order to systematically promote ideas and doctrines characteristic of terrorist organizations, with the intention of persuading and attracting new subscribers

He visited websites and forums that promoted extremist ideology, glorified crimes committed by terrorist organizations, supported the creation of the Islamic State, and distributed material, including violent material, that supported its cause.

Also, Mihai Theodor Eugeniu supported the legitimacy of participating in the fight for the benefit of terrorist organizations, demonstrating his intention to travel to conflict zones, and also taught and provided other people with training materials on the manufacture of improvised explosive devices and the use of weapons in order to carry out terrorist attacks.

In particular, Mihai Theodor Eugeniu, who used the pseudonym “Abu Musab” on the Telegram application, discussed with another young Romanian under the pseudonym “Soldatul lui Allah” about how to blow up the Cernavode plant.

The two teenagers also discussed the possibility of going to Syria to fight under the banner of the Islamic State.

In the residence of Mihai Teodor Eugeniu, prosecutors found, among other things, a hunting knife, a map of Bucharest with numerous places of public interest marked in green; The Quran in Arabic, a volume titled “Comments on the Noble Quran and the Traditions of the Prophet Muhammad”, sheets of paper with the flag of the Islamic State and a gas mask.
