Russian Prime Minister Mikhail Mishustin said today that almost 1.5 million people in the newly annexed Donetsk, Lugansk, Zaporozhye and Kherson regions have already received Russian passports.
Russia has said since last September that it has annexed four regions, but its forces do not fully control any of these annexed regions, which have not been internationally recognized.
Moscow has also unilaterally annexed Crimea since 2014.
