
After months of invoicing delays, Hidroelectrica will start issuing bills for December next week, and a mobile payment app for customers is in the testing phase and should be available for free on Android and iOS this year, Bohdan Buchiu, adviser, told HotNews.ro on Thursday of the president of the Hidroelektrica directorate.
- “There are two options for sending invoices issued to customers upon conclusion of the contract: by e-mail and by post. Most are sent by email. From next week, we start issuing invoices for December. After several months of invoicing delays, for which it was fined several times, Hidroelectrica launched a tender worth almost €400,000 to develop an IT system to manage invoices and expand the UiPath robotic automation through which data is exchanged.
- “Hidroelectrica registered the most aggressive increase in market share in the competitive energy supply segment, reaching after the first nine months of 2022 a market share in the competitive energy supply segment of 8.58%, thus entering the top five electricity suppliers from Romania with a portfolio of more than 500 000 places of consumption.”, this is stated in the tender specifications.
This auction has been reinstated after a similar auction was canceled due to insufficient bids received.
With this IT acquisition, Hidroelectrica aims to provide support services and expand the functionality of the internal application for the management of supply contracts and IT systems for the management of supply contracts, as well as expand the functionality of the company’s digital services portal.
For household customers, the expansion of the services of the digital services portal is aimed at the development of mechanisms for:
- applications for payment installments and automation of their processing
- restriction of requests and automation of their processing
- extension of contracts, with and without tariff changes, including receiving a response from the client
- messages and events, including receiving responses from customers.

Almost 50,000 Hidroelectrica bills will arrive in mailboxes every month
Another tender is for the purchase of invoice mailing services, which are now mostly sent by e-mail.
- “Based on monthly volumes, we believe we will not exceed an average monthly volume of approximately 49,166 envelopes during 2023, resulting in a total volume of 590,000 envelopes per 12 months, to which is added a package of professional document generation, data entry and verification services. .
- One copy representing the invoice shall be inserted into the envelope (it will also contain a barcode for banks approved by Hidroelectrica). it is shown in the specifications.
The operator who wins the auction will be required to provide invoices and attached documents/notices/outage notices within a maximum of 6 working days from the confirmation of Hidroelectrica’s “good form”.
The services will be provided within 12 months, starting from the date of signing the contract, and the estimated cost of this contract is more than 1.1 million lei (excluding VAT).
Hidroelectrica invoicing delays
Hidroelectrica in January began providing electricity bills delayed for the past nine months, and they will be sent at intervals of one week, rather than “in a stack” over several months, the directorate’s president said in late January. Hydroelectric power station, Bohdan Badya.
Hidroelectrica was overwhelmed by the large number of switchers from other energy suppliers, unable to cope with the huge number of customers, which blocked the billing system.
If the payment amount is too high, people will also be able to pay the bill in installments, but this will require an application, the company said. The request can be sent to the e-mail address [email protected] or sent to the Hidroelectrica offices.
The payment can be spread over a maximum of 6 monthly installments of equal amounts, and during the installment period the current bills must be paid together with the installment payments.
