The third lot of the Southern Ring Road (A0) of the capital, i.e. 18 kilometers between the cities of Baku and Bragadiru, barely exceeds 30%, although the Greek builder Aktor promises to reach 50% by the end of May, draws the attention of the Pro Infrastructure association. The deadline for the completion of this section is April 2024, but, according to “Pro Infrastructure”, if the developer “keeps mobilization at a cool level for the time being, then with great difficulty it will open traffic in December 2024.”
- “Christ is Risen, but not an Actor on A0! A year and a half after the issuance of the order to start work (25.10.2021), the physical stage on the 18 kilometers between Baku and Bragadiru barely exceeds 30%, but the Greek builder is promising left and right that it will reach 50% by the end of May (2023).
- Yes, if in 17-18 months it was 30-35%, then in less than two it will be 15-20%,” representatives of the Pro Infrastructure association wrote on Facebook on Tuesday, publishing a photo and video. from the construction site.
The contract deadline for the completion of this section is April 2024, but if the Greek builder “keeps mobilization at a cool level for the time being, then with great difficulty it will open traffic in December 2024.”
- “In addition, Aktor collected late fines from the design stage: it has an order to start design from 05/23/2019, but the PAK was approved only on 06/11/2021, and the construction permit was received on 07/01/2021.
- Perhaps it would not hurt to impose new penalties on the contractor, as it is unacceptable for physical progress to be 30-35% approximately 18 months after the start of work, under a contract signed on 04/14/2019, which provides for 12 months of design and another 30 months of execution, according to flat terrain with a length of no more than 18 km.
- Even if the state also bears its share of the blame for the blockages, in this case the delay in the region for ~9 months (according to our estimation) is caused solely by the laziness, incompetence and managerial mumbling of those from “Aktor”, who cannot help but mobilize properly even after 4 years (!!!) of the contract,” says the “About Infrastructure” Association.
A0 South – Lot 3
Length: 18 km (DN6-A1), 1 interchange with A1
Cost: 853 million lei (without VAT)
Developer: Aktor Association – Eurokonstrukt Trading
Start of implementation: November 2021
Stage (April): approximately 30-35% / Project approved only in October 2021.
The contract was signed on April 14, 2019 / Bidding began in July 2017.
Completion date: Q2 2024 (real: Q4 2024)
Comparison between builders on A0: Romanians from UMB – over 50% in 9 months / Greeks from Aktor – less than 40% in 18 months
About 71 kilometers are currently under construction on the capital ring A0 (about 101 km), of which 52 km are on the southern side.
On the north side, two lots are under contract with UMB and another lot has just been under contract with a company from China.
On A0 Nord – Lot 2, UMB started preparatory work last spring and entered the construction site from August 2022.
Less than two months have passed since the developer laid the first layers of asphalt on some parts of the site. Now, according to on-the-spot estimates, the work completion stage exceeds 50%.
UMB’s progress on the A0 is even more impressive when compared to another similar site, Lot 1 A0 South.
The Greeks from Aktor operate 18 km from the A1 to the DN6 (which contain only one junction on the route – the one leading to the A1). After a stuttering continued with the approval of the implementation project, work started in October 2021.
At the moment, the work stage is about 30%, after almost 18 months of the 30 month contract have passed. According to the latest schedule presented by the builder to the authorities, the work phase should reach approximately 50% in May-June, Minister Grindianu announced recently.
The official deadline for the Greeks is April next year, but “with the current “mobilization” we are starting to feel that we will be circulating between the A1 and DN6 in 2024,” notes the Pro Infrastructure Association.
The weak mobilization is also acknowledged by Christian Pistole, head of Autostrazi, who says that the constructor has already been given three negative certificates and that several meetings have been held with the company to discuss speeding up work.
According to Pistol, the Greeks were supposed to reach 40% fitness between March and April, but are currently only 30% on the field…
