In general, of course, the new ministerial decision published yesterday concerns only part of the needs, namely 39%, since, despite 379,165 applications for vacancies, the importation of 147,925 workers from third countries was finally approved, while how an additional 20,000 posts will be covered by bilateral agreements with Egypt And Bangladesh. Thus, the maximum number of residence permits for third-country nationals to work for 2023 and 2024 in our country is set at 167,925, which is close to the corresponding limit set for the two years 2021-2022 (168,632 permits).

Under the new ministerial decision, 9,261 catering and accommodation workers can be transferred (up from 2,811 in the previous two years). Of course, this is significantly less (11.5%) than the proposals submitted for 80,316 workers. In particular, transfers are distributed in sectors where there is no job offer from the Greeks. At the same time, and in order to meet the needs, the new joint ministerial solution includes a number of flexibilities, such as the distribution of existing posts at the regional level, and not at the level of regional units, as has been the case so far. . Thus, the phenomenon that was observed in previous years, when there is a shortage of workers in a regional unit, and a surplus in a neighboring unit, is eliminated.

Additional flexibility in the distribution of positions is also provided by the grouping of specialties in the main sector (agricultural, animal husbandry, fish farming, forestry, etc.), which means that an employee can be employed in more than one specialty during the stay.

Most foreign workers will fill vacancies in the primary sector.

Of the 167,925 vacancies, 20,000 are expected to be filled under the bilateral agreements that our country has signed with Egypt and Bangladesh.

Seasonal work

Of the remaining 147,925 positions, most (113,467 or 76.7%) are in the primary sector. Of these, 91,630 people are associated with seasonal work from 3 to 9 months, 16,572 people are employed for at least twelve months, and 5,265 people will be fishermen of Egyptian origin who enter the country for a period of no more than 11 months based on the relevant bilateral agreement .

For workers from third countries, the same institutional framework that governs the employment relationship of Greek-European workers (wages, minimum wages, working hours, health and safety, etc.) applies. In addition, seasonal workers should be provided with housing for the duration of their stay.

Finally, it should be noted that the recruitment of highly qualified workers is approved according to a special procedure: interested employers must apply to decentralized regional administrations for the specific specialty they request, and then a thorough check is carried out by the DMOU for the presence of the potential of domestic workers.

For highly skilled workers, it is also stipulated that remuneration cannot be less than 1.5 times the average gross annual salary in Greece, as follows from the data of the Hellenic Statistical Office.
