Measures to address the side effects of high RES production

Changes in the regulatory framework, in addition to the state of emergency, are initiated by the competent authorities to address the problematic situation observed in power supply system due to high performance RES under conditions of low demand, as they believe that this is not a temporary phenomenon.

With regard to emergency measures, as was agreed yesterday at a teleconference convened by RAE after the “call” from ADMIE about the risk of power outages during the Easter days, two administrators (ADMI and DADDI) will be constantly consulted on the reduction of production from RES (depending on the situation in the ADMIE transmission system or additionally in the distribution network with the assistance of DEDDIE), depending on the capabilities of each operator.

The cuts, according to what the RAE announced after the end of a teleconference with the two managers’ executives, will occur more during periods of intense sunshine or strong winds in the spring and fall, characterized by particularly low demand for electricity, as well as the upcoming holidays.

Import restrictions

If deemed necessary, ADMIE will be able to proceed with short-term electricity import restrictions after timely consultation with neighboring administrators. The entire department will be closely monitored by the RAE, which, when it deems it necessary, will convene a Crisis Management Team of two administrators to monitor and control the situation on a regular basis.

If necessary, the RAE will convene a crisis management team with ADMIE and DEDDIE.

All parties have recognized the seriousness of the problem and have jointly taken the necessary interventions to always maintain sufficient electrical space for adequate reserves from the conventional units which will ensure stable operation of the system.

It should be noted that, based on the model of the functioning of the electricity market, the preliminary inclusion of conventional units in the system is necessary so that ADMIE can give orders to increase their generation when RES generation suddenly starts to decline and the risk of instability increases.

During the call, ADMIE officials spoke in detail about the current particularly difficult operating conditions of the system and the measures taken by the administrator to address the problems amid rapidly growing penetration of renewable energy. ADMIE already has sufficient methodology and sound systems in place to manage renewable electricity generation while it has implemented the Energy Transition Projects Program.

New tools

DEDDIE officials described the existing medium and low voltage shutdown options, respectively, and indicated that the distribution network operator will immediately start developing additional tools to manage electricity generation from renewable sources. It was agreed that the production potential of RES stations will be abandoned, while the size of the power and the duration of the outage are determined by the relevant orders of ADMIE. It is optimistic for consumers that all parties agreed at yesterday’s teleconference that with a coordinated solution of the problem by all competent authorities, the situation will be brought under control to ensure the shielding of the electrical system in conditions of low consumption and high RES. production.
