
China cannot mediate the war in Ukraine because it leans too much on the side of the Russian aggressor, but it can mediate a peace deal with Moscow, European Foreign Minister Josep Borrell said today.
“China does not distinguish between an aggressor and a victim of an attack,” Borrell said at a panel in Madrid. “China does not demand the withdrawal of Russian troops from Ukraine.”
But China must use its influence in Russia to push for peace in Ukraine, he added.
According to Borel, the only peace plan under discussion is the one presented by Ukrainian President Volodymyr Zelensky last November for the withdrawal of Russian troops and the restoration of Ukraine’s territorial integrity.
Spanish Prime Minister Pedro Sanchez, as part of his visit to Beijing, asked Chinese leader Xi Jinping to speak with Ukrainian President Zelensky to learn first-hand about Kyiv’s peace proposal.
Last month, Beijing unveiled its own 12-point peace plan, but Kremlin spokesman Dmitry Peskov said today that the time has not yet come for a ceasefire in Ukraine because the goals of the Russian military operation have not yet been achieved.
