In April, a platform for submitting applications for a new program of the Ministry of Ecology and Energy, “Photovoltaics on the roof”.

The beneficiaries of the program are households and farmers who will be able to install their own small photovoltaic arrays in combination with a storage system (battery).

The total program budget is 200 million euros, and the subsidy for the photovoltaic system reaches 75% for households and 60% for farmers.

The total subsidy for a battery photovoltaic system could be up to €16,000 for households and €10,000 for farmers, according to a related statement from the Ministry of Health.

Program beneficiaries will be able to save up to 3,000 euros per year on their electricity bills.

Particular attention is paid to vulnerable households, with 35 million euros allocated specifically for them, and bonus 10% for people with disabilities (PWD), single parents and large families.

The program guide was tentatively published today on ministry website. Preliminary post will remain published until Wednesday, March 29, 2023.

Program features

The main condition for applying is that the applicant has already concluded a connection agreement with DEDDIE, but the photovoltaic plant has not yet been connected.

Any individual can apply one application, for one residence -main or secondary-, which has an active household power supply. Farmers can apply for their residence And a single statement on the supply of electricity for agriculture.

A photovoltaic station can be placed in roof or on the roof of a building (including awnings, terraces, facades, awnings and pergolas), in utility rooms of a building or agricultural land (e.g. warehouses and car parks) or in terrain.

The total program budget of 200 million euros from the Recovery and Resilience Fund, divided into four categories:

  • Exclusively for vulnerable households: 35 million euros.
  • Exclusively for citizens with individual income <= EUR 20,000 or family income <= EUR 40,000: 85 million euros.
  • Exclusively for citizens with individual income > EUR 20,000 or family income > EUR 40,000: 50 million euros.
  • Exclusively for professional farmers or farmers with special status: 30 million euros.

The program will remain “open” until the available resources for each category are exhausted.

The goal of the program is to fully cover the cost of the battery, as well as the costs of developing and installing a photovoltaic system. For the first two categories, the battery subsidy is 100%, and for the third and fourth categories it is 90%.

Households will need to install a photovoltaic installation with a battery, and farmers will be given the option to install a photovoltaic installation with or without a battery.

The battery must provide power to the RES station for at least one hour.
