Returning to the analysis published in the CECCAR journal, the author wonders whether, in addition to the goal of reducing fraud, namely “gray” work, in certain sectors, the real goal of excessive taxation is not, in fact, to increase tax collection for the public budget, especially because that the changes occurred in the midst of an economic crisis caused by many factors that cannot be predicted and controlled.
