Lipovy says that the blow was struck during the talks between Chinese leader Xi Jinping and Russian President Vladimir Putin in Moscow.

“The goal is to show the Chinese leader that our president, our administration, our command ‘does not control, cannot protect civilians.’ That’s why this challenge was organized,” said Lipovy in an interview with “Moscow Komsomol”.

“We can safely conclude that this terrorist attack was specially planned and carried out at a time when high-level negotiations between the leaders of Russia and China are ongoing in Moscow,” he added.
