The beneficiaries are two companies that lead to businessman Tudor Julian, known more than 10 years ago as a close associate of Dorin Kokos, ex-husband of Elena Udrea.

Sherban Voda health resort, rent 1,700 euros/month, about 30 cents per square meter

Șerban Vodă Health Complex is located on Șerban Vodă Street, a short walk from Unity Square in the capital. After the revolution, it was in the fiefdom of the Main Water Administration from the capital city hall. How did he end up at a private firm?

The initial contract was concluded in August 1991 between the General Directorate of Water Management and the head of the health resort Sherban Vode, the subject of the contract was the transfer/acceptance of management of the complex for 10 years. For 1992, the amount set for the use of the complex was about 16,000 dollars (957,000 lei divided by 60 lei, which at the time was one dollar).

In 1994, in the context of galloping inflation, the rent translates to about $1,000 per quarter, roughly $330 per month (1,706,845 lei/quarter divided by 1,670 to the nearest dollar), and SC Sancomplex SRL appears in the equation , as a tenant. In 2007, the rent rises to about $2,000 per month. In addition, the additional act provides that “The lessee is not obliged to maintain the activity profile for which the complex was built.”

In 1999, the contract was extended for another 10 years, the term was practically moved from 2011 to 08/31/2021. In addition, “The tenant has the right to transfer the premises to management.” As the Bucharest Water Authority disappears in the context of the service concession to Apa Nova, the contract is taken over by the Bucharest Lakes, Parks and Leisure Authority, another subordinate of the capital city hall.

In 2003, the rent drops to $18,000 per year, or $1,500 per month. In 2014, another additional act changes to euros, and the rent increases to 20,400 euros/year, respectively 1,700 euros/month, and the contract is extended for another 7 years, until August 30, 2028. And it has remained so to this day.

In the Unirii area, a simple two-room apartment of 50 square meters is for rent for 500/600 euros. Offices are rented at 8/15 euros per square meter.

According to the online company verification platform – Confidas.ro – Sancomplex SRL was founded in 1991 and has only one shareholder: TUDOR IULIAN. The administrator is Melinte Nekulai. The company’s turnover is 2,240,143 RON, and in 2021 its net profit was 367,643 RON.

The Metropolitan Hospital of Monza is now operating in the Scherban-Vode health complex. According to information obtained by HotNews.ro, the building has about 6,000 usable square meters and SC Sancomplex SRL additionally leased the building to the Monza Metropolitan Hospital, and the amount was significant, about 4 times more compared to what Sancomplex SRL pays to the Monza Hospital. municipality.

  • trade in non-food products

  • recreation, sports and services

The building has 3 floors and an area of ​​7,058 square meters, and the amount that the municipality collects $25,000 a year for not using the building, a little more than $2,080 a month. In addition, the city hall should receive 40% of the company’s profit.

According to the contract, the company previously had another lease agreement with Regia de Apa Bucharest, the medical center also belonged to it, but it is not public.

Today, the health center is a pool, fitness room, after-school and other small subleased businesses. Companies are located on the facade of the building.

According to confidas.ro, DAL COM IMPEX 93 SRL was founded in 1993 and has the sole shareholder Neculaj Melinte. Neculaj Melinte is also the administrator of Sancomplex SRL, owned by Julian Tudor. The company’s turnover is 688,746, and in 2021 it had a loss of 412,556 lei, so it paid nothing more than $2,080 per month.

And in this area, private rents are much higher. For example, you pay from 3 to 6 euros per month for a two-room apartment. The rent of a two-room apartment with an area of ​​50-60 square meters is about 350-450 euros/month.

When contacted by Hotnews.ro, Horia Tomescu, the vice mayor of the capital city hall, whose mandate includes ALPAB, said that all the joint venture contracts for the past year are being reviewed and an attempt will be made to revise them in favor of the municipality. . If the negotiations do not lead to a result, the case will go to court.

We also attempted to contact the shareholders of the two companies for their views. We called the phone number left in the Trade Register, we were answered by a female lawyer who said that she had not worked with the two companies for 10 years.
