Amendments to the death penalty come into force in Belarus

According to amendments to the law, the death penalty is provided for officials found guilty of treason. Punishments are also provided for terrorist propaganda and discrediting the army.

On March 25, amendments to the criminal liability codes enter into force in Belarus, providing for the death penalty for officials and military personnel for treason, as well as criminal liability for terrorist propaganda and discrediting the army. The Law “On Amendment of Criminal Liability Codes” was published on Tuesday, March 14, in the National Legal Portal of Belarus.

The document states that this law comes into force ten days after its official publication. On March 9, the law was signed by the ruler of Belarus, Alexander Lukashenko. It was noted that the main objective of the document is “to strengthen action against extremist (terrorist) and anti-state crimes”.

Criminal liability “for treason against the state” committed by an official applies to all persons holding public office. At the same time, “for treason to the state” committed by an official or military man, the possibility of applying an exceptional measure of punishment – the death penalty – is introduced.

Tougher criminal liability

For a series of crimes against the State, an additional penalty is established in the form of a fine of up to 50,000 basic units (about US$740,000). This measure, according to the authors of the amendments, “aims to provide unconditional reparation for the damage caused by such acts, and to deprive those who committed them of the means to continue their criminal activities”.

The law also introduces criminal liability for “propaganda of terrorism, discrediting the armed forces, other troops and military formations, paramilitary organizations and violating requirements for the protection of state secrets”. From three to ten days, the period of detention of persons suspected of committing treason, conspiracy or other actions with the aim of seizing state power, espionage and secret activities is increased.

At the same time, the law provides for the exemption from criminal liability for people who prepared for sabotage, but abandoned their intentions and helped to prevent the crime.
