The president of the National Agency for Tax Administration (ANAF), Lucian Heyusch, said on Thursday that the means to collect debts that are returned from year to year must be increased, while at the same time enforcement must be strengthened.

“We need to speed up and increase the means by which we recover those debts that come back year after year, and strengthen enforcement. And here I will really need the Ministry of Finance to help us slightly change the Code regarding the fiscal procedure. Together with some social partners, we discussed this change on the part of the administration. Even if we managed to make changes from the fiscal inspection side, we did not succeed from the revenue administration side, but I hope that in the coming months, let’s be able to make changes to the Fiscal Procedure Code and give more flexibility and, of course, also give credit to those who who is honest, but who may be going through a tough time right now and need help to get through this more miserable time in their work, but at the same time let’s also have the tools to be able to recover from those who never really understand what they have to pay what they have to pay,” Heyush said.

Regarding the modernization of the ANAF, Lucian Heyush expressed the hope that the “difficulties” that generally arise in the public procurement process “will not become a real obstacle to the launch and purchase of IT services” needed by the institution to implement large digitization projects financed from the PNRR.

The head of ANAF emphasized that digitization projects will lead to a change in the way taxpayers interact with ANAF, as well as increase efficiency thanks to available tools.
