
President Vladimir Putin on Tuesday announced a law on the protection of the Russian language from borrowing words from foreign languages, Interfax reports.
The bill was submitted to the Russian legislature by the government led by Prime Minister Mykhailo Mishustin and passed by the State Duma, its lower house, in mid-February.
In the explanatory note to the draft law “the unifying role of the Russian language as the state language of the Russian Federation in a single multinational state is emphasized”, the regulatory act clarifies and expands the areas in which the use of the Russian language is mandatory.
“The draft federal law introduces such concepts as normative dictionaries, normative grammars and normative reference books, which establish the norms of the modern Russian literary language when it is used as the state language of the Russian Federation,” the document says.

The project is “aimed at protecting the Russian language from excessive use of foreign words.”
The law also expands the spheres of mandatory use of the Russian language and introduces a mandatory linguistic examination of draft normative acts for their compliance with the norms and rules of the Russian language.
Several of Russia’s neighbors have refused or are planning to cancel the compulsory study of the Russian language in schools after the start of the war in Ukraine.
Now the Moscow government must establish the procedure for compiling and approving the list of such dictionaries and directories, as well as the requirements for their compilation.
