Council today approved the tenth set of additions restrictive measures at the expense Russia.

Today’s decision also imposes export bans on critical technology and industrial goods such as electronics, specialized vehicles, engine parts, truck parts and jet engines, as well as goods for the construction sector, which could be sent to the Russian military.

The list of restricted items that can contribute to the technological improvement of the Russian defense and security sector will now include new electronic components used in Russian weapons systems, including drones, missiles, helicopters, as well as certain rare earth materials, electronic integrated circuits and thermal guns. cameras.

Focus on dual-use products

By today’s decision, the list of entities providing direct support to Russia’s military-industrial complex in its war of aggression has been expanded by 96 additional entities, which are subject to stricter export restrictions.

For the first time, this list will include seven Iranian enterprises producing military unmanned aerial vehicles used by the Russian military in the offensive war, including civilian infrastructure.

In addition, the Council decided to ban the transit through Russia of dual-use goods and technologies exported from the EU in order to prevent bypass.

Finally, additional restrictions are being imposed on imports of goods that generate significant income for Russia, such as asphalt and synthetic rubber.

In order to counter the Russian Federation’s systematic international disinformation and information manipulation campaign aimed at destabilizing its neighbors, the EU and its member states, the Council has initiated the process of suspending the broadcast licenses of two additional media outlets: RT Arabic and Sputnik. Arab. These media are under constant direct or indirect control of the leadership of the Russian Federation and are used by the latter for continuous and coordinated disinformation and military propaganda activities that legitimize Russian aggression and undermine support for Ukraine.

Today’s decision restricts the ability of Russian citizens to hold any positions in the governing bodies of critical EU infrastructures and organizations, as Russian influence on these bodies could jeopardize their proper functioning and ultimately jeopardize the provision of essential services to European citizens.

New people and organizations in the list

The Council imposed a ban on the provision of natural gas storage facilities (with the exception of part of the LNG facilities) to Russian citizens in order to protect the security of gas supplies to the EU and to prevent the use of natural gas as a weapon by Russia and the risks of market manipulation.

In order to ensure the effectiveness of asset freeze prohibitions, the Board decided to establish more detailed reporting obligations for funds and financial resources held by listed individuals and entities that are pledged or subject to any movement shortly before listing. The Board also introduced new reporting obligations to member states and the Commission on Frozen Reserves and Assets of the Central Bank of Russia. In addition, aircraft operators must notify their national competent authorities of unscheduled flights, who then inform other Member States.

In addition to the financial sanctions, the Council decided to list a significant number of additional individuals and entities.

Three Russian banks are included in the list of persons subject to freezing of assets and a ban on the disposal of cash and financial resources.
