The “Decree of the President of the Russian Federation dated February 21, 2023 No. 111 on recognition of the repeal of Decree of the President of the Russian Federation No. 111” was published in the “Official Gazette of the Russian Federation”. No. 605 of May 7, 2012 on measures to implement the foreign policy of the Russian Federation.”
The move to rescind the decree signals a review by Moscow of its recognized principles in international relations and comes after a speech in parliament on Tuesday in which Vladimir Putin said the war in Ukraine would continue and that it was a de facto war with the US and NATO. Putin also announced that Russia is suspending its participation in the bilateral nuclear weapons treaty with the United States New SNO.
Also on Tuesday, Moscow summoned the US ambassador, who was told that the US was withdrawing its people and military equipment from Ukraine, because otherwise they would be considered “legitimate targets” for the Russian army.
The canceled order stated the following:
“In order to consistently implement the foreign policy of the Russian Federation, which allows to ensure its national interests on the principles of pragmatism, openness and multi-vectorism in the conditions of the formation of a new polycentric system of international relations, I decree the following:
1. The Ministry of Foreign Affairs of the Russian Federation together with other federal bodies of executive power (…)
e) in relations with member states of the Commonwealth of Independent States:
to continue active participation in the search for a solution to the Transnistrian problem based on respect for the sovereignty, territorial integrity and neutral status of the Republic of Moldova in establishing a special status for Transnistria.”
The decree also regulated relations with various international organizations, including the European Union and NATO, as well as with a number of countries, including the United States.
