
According to the head of ANAF, Lucian Geiusz, ANAF will start a pilot project from the second half of 2023 on the horizontal monitoring of large companies.
What does horizontal monitoring mean: “This is when you open the door to ANAF, which is under constant surveillance 24 hours a day, 7 days a week. In this way, there are no surprises and penalties for companies, and ANAF has 100% certainty about exactly what will be paid,” explained Dragos Doros, Head of Fiscal Doctrine at KPMG Romania.
ANAF president Lucian Heyusz said he likes the concept.
“Last year we had a technical assistance mission with the IMF on this horizontal monitoring with some experts from Austria who apply these mechanisms,” Geius said at the TaxEU forum.
He wants to prepare a piece of legislation that will be passed in the first quarter.
“I would like, starting from the second semester, if desired, to determine who wants to, among the large taxpayers – about 10 companies – enter the pilot project for the implementation of this horizontal monitoring,” said the head of ANAF.
This horizontal monitoring, he said, requires a lot of effort and, from the financial point of view of ANAF, “some additional costs, because it requires people who are well trained and who stay. No one will be in the company 24/7. Maybe some teams will manage 1-2 companies.”
According to him, there are already commercial companies with large taxpayers who want to enter such a pilot program.
- “I hope we will start in the second semester. This is a modern mechanism. Some states applied it, others refused.”
“I think that in Romania it is favorable because you have the opportunity to understand the business of the company very well, to understand why it is experiencing a problem at the moment. Don’t just see that he paid a lot at one point and then stops paying,” he added.
