The number of public sector employees in December 2022 increased to 1.278 million people, an increase of 16,370 people. Let’s not forget that the population also decreased by more than 1 million people to 19 million.

The largest number of state employees in the central office: 817,589 people (approximately 10,000 more).

If we look at the institutions with the largest number of employees, we will notice the following:

• In December 2022, the Ministry of Education had 294,748 employees (from 290,417 in December 2021).

• Ministry of Internal Affairs: 125,668 (121,552 in 2021).

• In the Ministry of Defense – reduction to 73,410 (from 75,855 in 2021)

• Ministry of Finance: 24,830 (24,384 in 2021)

• Ministry of Health: 18,278 (from 18,421 in 2021)

• Ministry of Justice: 16,695 (out of 16,926)

As for wages, according to the INS, the median net income is:

• Public administration and defense; social insurance from the state system: 5,396 lei (from 5,131 lei in 2021)

• Education: 3,857 lei (from 3,680 lei in 2021)

• Medical and social assistance: 4,249 lei (from 4,166 lei in 2021)

According to the implementation of the budget, personnel costs in 2022 increased by 5.2% to 117.6 billion lei, which is 8.2% of GDP.

It should be noted that from January 1, 2023, the salary of state employees increased by 10% due to the decree on Trenulets. Also, from 2023, income tax will disappear for state employees. So we will see an increase in personnel costs.
