In this regard, the parliament in Grozny proposed to amend the constitution of the Chechen Republic and add the title “Mekhan Da” (father of the people) to the position of the head of the region held by Kadyrov.

The bill proposes to amend Article 63 of the Constitution of Chechnya, which defines the powers of the head of the region.

“The first paragraph after the words “Head of the Chechen Republic” should be supplemented with the words “Mehkan Da”, the document says.

Lenta, one of Russia’s most popular news sites, notes that the phrase literally translates as “father of the land” but is used as “father of the people”.

Ramzan Kadyrov does not like the title “president”

The bill was signed by 20 deputies, including Chechen parliament speaker Magomed Daudov, who last summer threatened that Ramzan Kadyrov’s fighters would be able to reach Berlin if President Vladimir Putin allowed them.

In March 2022, Daudov also congratulated Kadyrov on Putin’s alleged promotion, although the Kremlin or the Russian Ministry of Defense did not make any official statement on this matter.

Lenta journalists recall that in December 2021, Putin promulgated the law “On General Principles of Organization of Public Power in the Russian Federation”, which forbids heads of regions to be called “presidents”.

It is interesting that the process of the heads of the Russian republics renouncing the title of president was initiated by Ramzan Kadyrov in 2010, who did not want to be called the president and asked other heads of regions to follow his example.
