
The Ministry of the Interior (MAI) wants to purchase more than 4,400 passenger cars, vans, buses and minibuses for several subordinate structures in the next 2 years, so it has launched a tender for the conclusion of framework agreements with a maximum value of more than 548 million lei (over 111 million euros).
Why does MAI want to buy these cars
According to the tender announcement published on Wednesday, January 18, in the electronic public procurement system, Economedia.ro also reports, the procurement will be carried out centrally through the Directorate of Integrated Logistics Insurance at the MAI for the following structures:
- General Inspectorate of the Romanian Police (IGPR),
- General Inspection of the Romanian Gendarmerie (IGJR),
- General Inspectorate of Border Police (IGPF),
- Main Inspectorate for Emergency Situations (IGSU),
- General Aviation Inspection of the International Airport of Ukraine (IGAv.),
- Immigration General Inspectorate (IGI),
- General Anti-corruption Administration (DGA),
- Directorate General of Internal Security (DGPI),
- General Directorate of Driving Licenses and Registration (DGPCÎ.)
- Institutions of the prefect (IP).

- “The current situation with the provision of the structures of the Ministry of Internal Affairs with technical means is burdened by a number of shortcomings caused by the deficit recorded in several categories of motor vehicles.
- Given the fact that the means of land mobility in the endowment are constantly subjected to intense physical and moral wear and tear, the measures taken to complete the endowment partially provided the necessary funds for the units, fixed deficits persisting from one year to the next.” , this is shown in the Specifications.
The Ministry of Internal Affairs will conclude at least 17 framework agreements for the same number of car lots.

- 7. Van N1, 2 places
- 8. bus with a minimum of 48+1+1 seats (city), 1 type
- 9. Van N2, type 2
- 10. van N3
- 11. car gasoline 4+1 unregistered seats
- 12. Representative car 4×4
- 13. SUV 4×4
- 14. Van 3.5 t, body – insulated van, with screen and lifting curtain (elevator) – 1 t.
- 15. refrigerator van N1
- 16. registered minibus N1 with special equipment (dog transport).
- 17. a car for the transportation of 8+1 detainees.
The estimated total value without VAT of these framework agreements is 548,057,501 lei (over 111 million euros).
According to the SEAP, the MAI Department will conclude framework agreements for the supply of motor vehicles, one for each individual lot, with a maximum of three bidders in the order of their ranking in the relevant lot, which will be valid for a period of 24 months from the date of their signature, to complete the provision on the line of ensuring ground mobility of missions of structures/institutions within/under the MAI
Depending on the operational needs and the available financial resources, each customer as part of the association of customers can independently and on his own behalf conclude the following contracts with business entities – signatories of framework agreements, in the order of their turn.
The deadline for receiving proposals is February 27, 2023, on the same day a meeting will be held to open proposals.
