The safety work of Inn Solacolu, at Calea Moșilor No. 134-134A, will not start this year, although the building could fall on passers-by and kill someone at any time. The city hall became the owner of the building earlier this year, after the expropriation procedure was completed, but it is only now that the building is being examined to determine a technical solution for its safety. We are not talking about fortification and restoration, but only about supporting the walls so that they do not fall on people and on the tram that passes right in front.

In an optimistic scenario, according to the municipality, work can begin in 3 months.

The capital city hall recorded funds for expropriation back in January, but the money was not taken by the owners until the building was registered and handed over to the Municipal Department of Consolidation of Seismically Hazardous Buildings, which actually deals with security and fortification work, completed in July

In order to buy time, the building’s security contract was transferred internally to the Metropolitan Building Trust, but despite this the examination of the building has only now begun. There is money, but the procedures are cumbersome.

“The Municipal Authority for the Consolidation of Buildings at Seismic Risk has taken over the management of the Solacolu Inn in order to carry out consolidation, preservation and protection works. Signed contract for the provision of services No. 633/27.09.2022 on the subject “Services for the development of technical expertise of responsible storage, technical and economic documentation with the provision of technical assistance of the designer during the entire period of execution of works “Safety, conservation and protection of the building of the historical monument Khanul Solakolu”, – says the answer sent the capital city hall at the request of HotNews.ro.

On October 11, 2022, an order was issued to begin the examination. A 3D scan of the building is currently being carried out in the field as part of the technical expertise development phase.

Unfortunately, this year, before the onset of winter, there was no time left to protect the building.

The deadline for the preparation of the examination is 30 days, another 15 days for the documentation for the approval of the work, and another 30 days for the development of the draft permit for the work.

So in the best case scenario, if all the deadlines are met, we will arrive by January 2023.

“The building is currently not functioning and is in a significant state of destruction due to the lack of maintenance and repair work after the great earthquakes of the 1940s, 1977, 1986, 1990, which dramatically affected the strength of the building structure, the effects of meteorological factors (weather, sudden and significant changes room temperature), corrosion, etc. In the first phase, a technical safety assessment will be carried out, which will assess the technical condition of the building and establish immediate safety intervention measures, which will be undertaken by DALI,” the response sent by the capital city hall also states.

Only after securing it, the capital’s mayor’s office can carry out a project of fortification and restoration, and these works are complex and can last up to 4-5 years.

About Hotel Solacolu

Hotel Solacolu Inn is a historical monument and is located on Calea Moșilor no. 134-134A. The condition of the building is deteriorating day by day, and apart from the loss of a valuable structure, the remaining walls are at risk of falling on passers-by at any moment and causing a tragedy.

In 2003, the Solacolu Inn hotel was returned in kind to Solacolu Emilia, Solacolu Teodori – Emilia, Solacolu Bukur – Christian and Solacolu Ion Şerban on the basis of General Mayor’s Regulation no. 981/2003 and No. 1192/2003. Since then it has been neglected.

The Solacolu Inn hotel was built in 1859 by order of the Solacolu brothers from Istanbul. The building was damaged by fire during World War II, but retained its residential character until the late 1980s, when it was threatened with demolition.

In addition to its architectural value, the inn also has an international memorial value, as Lyuben Karavelov, the leader of the Bulgarian revolutionary emigration, lived here on the eve of the Liberation War, which is mentioned by the memorial plaque placed on the facade. buildings near the Bulgarian embassy.

After the 1990s, the building was under the care of the capital’s mayor’s office, and it housed several families appointed by the former ICRAL or illegally occupying the premises. In 1997, the inn, which was still owned by the General Mayor’s Office, was included in the National Restoration Plan to restore the historic center. (Read more here)

In 2010, the roof of the building collapsed. Due to the situation in which the building is located, the owners were repeatedly fined.

After countless articles in the press and reports from civil society, the expropriation of the inn was approved in 2019, but because it was not done within 90 days, it could not be done again.

In November 2021, the General Council approved an update of the expropriation cost of the Solacolu Hotel. The cost of expropriation decreased from 5.6 million lei to 4.5 million lei. In January 2022, the building was finally alienated.

“We have the green light to start work on the Solacolu Inn, one of Bucharest’s iconic heritage buildings, built in 1859. The financial issues regarding the expropriation have been resolved, the amount has been recorded in the account, so the Municipality of Bucharest becomes the owner and they will soon start the security construction works. Then we will have access to the money for the restoration in order to turn the Solacolu Inn into a cultural space for the people of Bucharest,” Mayor Nikušor Dan wrote on his Facebook page in January 2022.
