Finance Minister Adrian Cachiu said on Wednesday that no people have lost their jobs as a result of the extra payment for part-time work contracts introduced by Decree 16/2022. PSD Finance Minister Adrian Cachiu said on Wednesday at the end of the government meeting that the market had adapted to the decree 16/2022 and that if at the beginning there was a decrease in the number of part-time contracts, “but apparently around 70% switched to full-time contracts starting from 5 In September, the number of part-time contracts increased, but more than that, the value of part-time contracts increased.”

We remind you that one of the fiscal changes in Decree 16/2022 was that from August 1, companies will pay contributions at the level of the minimum wage for part-time employees. In fact, this is an overestimation of coexistence.

HotNews.ro asked the Minister of Finance to present the figures of this increase and asked him about the statements of the USR, which asked the government to abandon the measure on the grounds that at least 77,000 jobs were lost between July 1 and September 1, some of the lowest paid people in Romania due to inflated prices for part-time contracts.

The Minister of Finance also stated that “most part-time contracts have turned into full-time contracts. In addition, since September 5th there has been an increase in part-time contracts, a large part of this increase, which is somewhere around 30,000 contracts, was made at an amount higher than the amount of the minimum wage.

What does this say about those who have closed contracts?

HotNews.ro reported that there were cases where employers did not consider it justified to pay taxes every 8 hours if a person only worked 1-2 hours, and that some employers who had several part-time workers kept only 1-2 , which they completed full time. The rest of the contracts were closed.

  • “Most of them will return. These are entrepreneurs who received an hourly or two-hourly payment. If that seems okay to you…I will support the view that the entrepreneur, at least in terms of commercial behavior and the education he can provide to society, should at least pay himself as little as possible in a reasonable way.
  • Let’s not forget that the minimum wage is a living wage and income, it is a level below which a person in working life should not live. Therefore, the minimum wage is also discussed in the European space. If we turn Romania into a minimum wage, I don’t agree with that approach,” Caciu said.

Kechiu: There are no people who have lost their jobs. Take it arithmetically!

When asked if the Ministry still has data on the number of workers who have lost their jobs as a result of this measure introduced by the government, Minister Kachiu said that there are no people who have lost their jobs.

  • “We have all the records with all the CNPs, I cannot release them. There are no people who have lost their jobs. Also take it arithmetically. If you have 2 part-time contracts, but those contracts turned into a full-time contract because you were only one person.
  • Please be logical. Isn’t it good to invite you to the Ministry of Finance for an informal meeting and let’s do it on paper to prove it to you?! So it is possible that 2-3 part-time contracts were converted to full-time contracts. Obviously, you will say according to the scenario: 2-3 part-time contracts have disappeared. No! It’s the same man, the same person, but instead of having 3 part time contracts, he works on one 8 hour contract.
  • I wish you (..) not to get a part-time job for the minimum wage. I want Romania to stop being a country of the working poor. We want a country like abroad, but we put up with the fact that our peers are paid very poorly,” said the minister at the end of the Government meeting.
