With 139 votes “against” and only 72 “for”, the deputies rejected the UDR’s request to stop the plenary consideration of the first draft law from the package of laws on justice regarding the organization of the Ukrainian Armed Forces. Deputies of the government and the opposition exchanged caustic remarks.

“As we requested last week and yesterday, I ask that our request to remove the law on the Central Committee from the agenda be put to a vote. Let’s wait for the conclusion of the Venice Commission, as requested by the APCE,” USR deputy Jonuts Mostianu requested.

In response, PNL MP Olivia Diana Morar stated that USR’s motivation was not supported because the APCE report did not require this aspect.

“The APCE report is mostly positive for Romania and reflects an assessment process applicable to all Council of Europe member states, not just Romania. The PACE evaluation process is different from the European Commission’s justice monitoring process,” Morar said.

PNL deputy Gabriel Andronash presented the arguments of the liberals, because of which the request was rejected: “No one can claim that the draft law on CSM was not discussed in detail. The project, like two other legislative proposals on justice laws, was under public discussion for two years. And in this context, professional associations, non-governmental organizations, CSM expressed their point of view. Thus, the Ministry of Justice, with the help of a process of synthesis, which is worth emphasizing, managed to include in this project the majority of the opinions of all relevant bodies in the field of justice,” Andronake explained.

At the same time, PSD MP Oana Consuela Florea entered into an exchange of words with Ionut Mostianu, answering him from the microphone: “Dear colleagues, the opinion of the Commission is not needed, why? Because we are making these laws so that in the fall, at the end of October, we wanted to cancel the MCV in order to enter Schengen. The Venice Commission is an advisory body of the Council of Europe. The MCV is owned by the EU and the Ministry of Justice is working closely with the commission to raise the MCV,” she said. The draft Law on the Powers and Organization of the Higher Magistracy Council was submitted for discussion by the Chamber of Deputies. The Senate is the decision-making forum in this case.
