The Clinical Institute of Urology and Renal Transplantation in Cluj-Napoca operates in a place “inappropriate from the point of view of space, due to the provisions of the order of the Minister of Health No. 914/2006, with further additions and changes”, so that “it is necessary to move the Institute to premises that provide all the necessary conditions for the development of medical activities and functional schemes in accordance with the current legislation, with a deadline of December 31, 2024”, – this is the conclusion reached the Control Body of the Ministry of Health after an inspection conducted at the Institute of Transplantation in Cluj.

A joint inspection team of the Ministry of Health and the Public Health Authority of Alba County carried out an inspection at the Clinical Institute of Urology and Kidney Transplantation (ICUTR) in Cluj-Napoca from June 20 to 24, 2022, according to the order. Minister of Health Alexander Rafila, the Ministry of Health said in a statement.

  • A review of investments for the period 2000-2022 showed that procurement procedures were open and to a lesser extent simplified procedures. These procedures were conducted online in accordance with the current legislation on public procurement.
  • The audit team found, however, that ICUTR Cluj-Napoca is still operating today, as it has been since its creation in 2002, without documents indicating the change of use of the premises, from an “unfurnished bridge” to hospital wards with beds, without emergency exit (in accordance with current legislation) and without a fire safety permit/notification.
  • It was also found that the current location of the ICUTR is inadequate in terms of the space in which it operates in relation to the provisions of the Minister of Health Order no. 914/2006 with further additions and changes. In accordance with the Compliance Framework Program for the period 2022-2024, it is necessary to move the Moscow State Medical Center to premises that provide all the necessary conditions for carrying out medical activities and functional schemes in accordance with current legislation, with a deadline of December 31. , 2024. During the time when the joint control group was discovered during the preparation of the control report, the management of the ICUTR sent an appeal to the Ministry of Health with a request to approve the “Declaration on the implementation of the Compliance Plan for the Sanitary Operation Permit”. The response of the Ministry of Health was negative, according to the results of the review of the documents submitted to the joint control commission by the representatives of ICUTR Cluj-Napoca.
