Market Manager for Key Positions at EFKA

Specialized managers not only from the public sector, but also from the private sector for key positions will be sought EFKA, with the announcement of the first 24 CEO positions scheduled for October. In a second phase, probably early next year, the remaining director positions will be announced.

This is how it is supposed that the complete … reconstruction at EFKA, which Minister of Labor Kostis Hatzidakis has been pushing and implementing since the very first days of taking office, will be completed, which of course will provoke a reaction within the organization, as employee representatives speak. .. “privatization of EFKA”. And this is because the announcement will include the possibility of hiring general managers from the private sector for full-time positions, since, according to the ministry, “transfers” of individuals, combined with activities already implemented – such as a “strike team” that works at headquarters apartment on Kifisias Avenue, headed by Mr. Michalis Kefalogiannis, operation 1555, participation of private lawyers and accountants in the issuance of pensions, “digital communication room” and accelerated procedures for the issuance of pensions – will lead to the solution of many years of bureaucratic problems in EFKA, zero the “stock” of unpaid pensions and reduce the suffering of the insured.

New operating model

In the coming days, the process of changing the organizational structure of FECA will be completed so that it can join the efforts for a “new management model”. The purpose of the new organizational chart, which will create 24 new positions of general managers, which will be announced in October and presented by “K”, is to improve the work of EFKA at all levels of management. At the same time, attempts are being made to correct the problems caused by the rough merger of funds in EFCA, as well as to improve the control of regional services.

As Minister of Labor Kostis Hatzidakis told K, all positions of general directors, 24 in total, will be advertised in accordance with the procedures launched by the FECA administration in the next period, and then the announcement of all approximately 200 vacancies will be continued by managers throughout the country. “In this way, he is implementing the law on the modernization of the EFKA, innovative for public administration data, which was adopted by Parliament a few months ago,” the minister notes, describing the reform for the most long-suffering organization as “decisive”. as it will radically change the governance model and bring in experienced and capable leaders from both the private and broader public sectors to tackle the pathologies afflicting citizens as well as the challenges of the future.

“Our goal is to create a welfare institution that will not let itself down and create more problems than it solves. EFKA, which will finally leave behind poverty, inefficiency and lack of social empathy. And at the same time, it will respond quickly and consistently to the needs of the 6.5 million citizens it serves. The announcement of the appointment of new CEOs and highly qualified managers is part of this strategy and is just the beginning,” Minister K said.

They will join a new organizational structure designed to make the agency more flexible and efficient.

Specifically, based on the new legislation, new general managers and managers to be selected from the private as well as the wider public sector will receive salaries as well as additional performance remuneration which in total could approach €7,000 to €8,000. . Recruitment will be by public notice, at the discretion of the EFKA Commander and in cooperation with ASEP, and will involve seconded staff for a three-year term (renewable once) from both the public and private sectors.

The criteria for selection and evaluation of candidates for general managers and directors, as well as the formal and basic qualifications required for each position, will be determined by a decision of the EFKA Board of Directors. The same applies to the process of evaluation and selection of candidates, including any interview. Candidates for positions may be individuals and civil servants or officials or employees of public authorities.

Of course, due to the special nature of the General Directorate of Pensions, the position to be announced will only be addressed to FECA staff and the wider public sector. As for the General Directorate of Benefits. Everything else will also be addressed to individuals.
