Emanuel Ungurianu, USR Member of Parliament and Vice-President of the Health Commission in the Chamber of Deputies, accuses the Minister of Health, Alexandra, that through a consulting contract with the World Health Organization, Romania will pay a million euros to revise Law 95/2006 r. on health care reform, about which the organization knows nothing, given that the government receives money for the development of emergency regulations that it issues.

Emanuel Ungurianu accused Health Minister Alexandru Rafila on Wednesday of “increasing Romania’s contribution to the World Health Organization to more than 21 million euros” and “directing a lot of money to the WHO Technical Assistance (Advisory) Organization at his own discretion health care organizations. , an organization that has paid him for many years.”

Emanuel Ungurianu refers to the memorandum adopted by the Government on June 10, 2022, which provides for the payment of these amounts.

The MP attacked the health minister again on Saturday, saying he would pay one million euros to draft the text of the emergency decree, which amends the law 95/2006 on health reform and condemns the “enormous theft”.

  • “HUGE THEFT committed by Rafila on the advice of the WHO! 1 MILLION euros for the law! The third BOMB from the thieving contract with the WHO!
  • This is written in the consulting agreement between RAFILA and OMS!
  • “Outcome 3.1 – “Revision of the legislation on the strategic foundations of the reform of the management of medical services and human resources”.

Sounds pompous, doesn’t it?

  • Allocated budget: EUR 998,550 – EUR 1 MILLION WHO (see photo 1) provided by RAFILA
  • What do you think WHO will do with this money?
  • are you keeping well
  • He will develop a *legal text* to AMEND LAW 95/2006 BY EMERGENCY ORDINANCE AND ESTABLISH COMPETENCE CRITERIA FOR MANAGERIAL POSITIONS IN THE FIELD OF HEALTH CARE (which Rafila still calls political, as in Timisoara County Hospital) and CRITERIA QUALITY FOR HEALTH CARE MANAGEMENT EDUCATION (for which we have another institution called the National School of Public Health, Management and Improvement),” Emanuel Ungurianu wrote on Facebook.

The UDR deputy claims that the money will be thrown out the window on the condition that changes will be made to the GEO later.

  • “So RAFILA, MP, member of the health committee in the Chamber of Deputies, who was paid by the Romanian state to initiate laws and improve the legislative framework in the field of health, THROWS 1 MILLION EUROS IN CONSULTATION to some who no longer know any- what about the law 95/2006 and the real problems of our medical system.
  • 1 MILLION EUROS for 15-20 pages, beautifully written on a computer, for an emergency resolution (somehow in the health care system), WHICH WILL ALL BE CHANGED BY PARLIAMENT! EUR 50,000/written page is a COMMON THIEF!” Ungurianu concluded.
