Thousands of citizens who want to sell or buy face inconvenience, delays and in some cases canceled transfers property.
Despite the digitalization of some processes, mainly on its part Independent Government Revenue Authority (AADE)the transfer of real estate is still a highly bureaucratic process in Hellas, since 26 business days and 17 supporting documents are still required. And this is despite the “cleanliness”, which is rare with real estate in Greece. Significantly, in Norway it takes three working days to complete, while in Portugal it takes 10 working days.
It is noted that last year there was a huge problem with most of the country’s municipalities that did not issue TAP certificates, as a result of which either the sale and purchase is “spoiled”, or other certificates expire until the municipality employee begins to control and issue them. For the purchase and sale of real estate in recent years, documents such as ENFIA payment certificate, energy efficiency certificateas well as engineer certificate that the object does not have town-planning violations.
The engineering inspection can even “block” the transfer of real estate. In the event that the footage is greater or less than specified in the original contract, an inspection should be carried out in all apartments of the apartment building. Horizontal property area difference affecting two owners, in order to amend the constitution with the correct information and proceed with the sale or transfer, requires the participation of all co-owners and the remaining floors, a development that can lead to the cancellation of the sale, as it takes time and money from all owners.
However, the government’s goal is to cancel the collection of 17 supporting documents currently required for the sale of real estate. This will be done at the end of 2023 with its creation Electronic real estate filewhich in combination with electronic filing of transfer tax returns, parental benefits and donations myProperty platform AADE will facilitate all transfers of ownership. The project was included in Recovery Fund and Deputy Minister of Finance Thodoros Skilakakis has already signed a relevant resolution, which indicates that the goal is the complete computerization of the process of real estate transfer.
The project provides for the development of an online platform for managing a single electronic real estate transfer card, which will ensure the fastest and safest consideration of real estate transfer cases in a fully electronic form. The platform will be created by the Ministry of Digital Governance and will operate in state digital portal gov.gr Through the new platform, all supporting documents required to draw up real estate transfer agreements will be collected electronically.
In recent years, documents such as ENFIA payment certificate and energy efficiency certificate have been added.
• Linkage of the e-permit system with other systems (EFKA, fire department, DEDDIE, forest service and DESFA).
• Cancellation of the building area notification in DEDDIE and completion of the consolidation of the square meters declaration system in the municipalities.
• Adopt legislation to create a framework for secure movable property transactions.
• Work site to obtain a building permit.
• The operation of an electronic platform that will provide buyers with the opportunity to fulfill all requirements for the transfer of real estate on the Internet.
