
​Judges of the Military Court of Bucharest are today considering DNA’s request to reopen the criminal investigation in the case of how ISU inspectors carried out inspections until 2021 at Ferma Dacilor. Eight people died as a result of a fire in a guest house in Tokhan, Prahova district, on December 26.
The case, the subject of which is “confirmation of the resumption of criminal prosecution”, was registered in the court of Prahov, but the court refused the jurisdiction to decide the case before the military court, reports Agerpres.
The former first deputy chief inspector of ISU Prahova Dumitru Elisey and Kristina Chelba, the former prevention inspector of ISU Prahova, but later, according to the data on the court portal, appeared as a defendant in the case and Adelina Ilie, administrator of Ferma Dacilor.
Elisei Tiberiu Dumitru headed ISU Prahova and retired in 2021. DSU chairman Raed Arafat publicly stated after the Ferma Dacilor fire that his resignation and that of another former ISU chairman, Prahova, were not “of their own volition”.
More precisely, the former chief inspector of ISU Prahova, Mihai Dragan, and his deputy, Elisei Dumitru, retired in 2021 after suspicions arose that they did not notice irregularities found in several guesthouses and wineries in Prahova, including the Dacian farm.
“The former chief inspector of the Prahova county inspection and the former first deputy of the Prahova county inspection, who both left two years ago, did not leave, and I want to emphasize, they did not leave of their own accord. So they left after several reports and even the declassification of classified documents, after findings about their activities on several situations. So their departure then showed that the ministry noticed the presence of problems, because of which they had to go into reserve,” said Raed Arafat.
Kristina Chelba was a specialist officer I in the prevention inspection of the Prahova ISU. She has been promoted for a long time, and sources at the institution told News.ro that she works at IGSU in a higher position than the one she held at ISU Prahova, with powers that allow her to control her former colleagues in Prahova.
In July 2019, ISU Prahova inspectors conducted an inspection of the Ferma Dacilor boarding house in the village of Tohani, which is managed through intermediaries by Kornel Diniku through the company Ferma Dacilor Production SRL. Although the boarding house did not have a fire safety permit, they only gave the firemen a warning, and instead they would have received a report-table.
On the morning of December 26, 2023, a devastating fire broke out at the Dachilor farm in the village of Tohany in Prague, resulting in eight deaths, including three children.
The administrators of the tourist complex – Kornel Diniku, Vytomir Adrian Ristin and Adelina Elena Ilye – are under investigation in the case opened immediately after the tragedy. They are accused of careless destruction, which caused the disaster.
According to the investigation, the construction of the main part of the building, which includes the restaurant, kitchen and living quarters on the first floor and the attic, was carried out on its own, without obtaining building permits and authorization, and the stages and activities organized for “lawful entry” were carried out in violation of the regulations legislation.
