The head of the International Atomic Energy Agency (IAEA), Rafael Grossi, met with Russian President Vladimir Putin on Wednesday after talks with energy officials on safety at the Zaporizhzhia nuclear power plant, which is controlled by Ukraine, Reuters reported.

The Kremlin released Putin and Grossi’s opening remarks at the meeting in Sochi, southern Russia, but did not provide details of the closed-door meeting that followed.

Putin told Grossi that he was ready to discuss “particularly sensitive and important issues of the agenda… and do everything to ensure security,” the Kremlin said.

Grossi also met with Oleksiy Likhachev, head of the Rosatom nuclear company.

Occupied by Russian troops in March 2022, this largest plant in Europe is located in the district of the Ukrainian city of Energodar, not far from the front line.

Zaporozhye is near the front line in the part of southern Ukraine that Moscow allegedly annexed. All six of its reactors are shut down but need a constant supply of electricity and water to keep them cool and prevent a potentially catastrophic meltdown.

The plant was damaged by fire when it was seized in March 2022, and Russian and Ukrainian forces continue to clash nearby, accusing each other of shelling around it. The IAEA tried to create a safety mechanism to prevent accidents.

Grossi held negotiations with the state nuclear company “Rosatom”, where the main focus was on safety in Zaporizhzhia, RIA reports with reference to Rosatom. He also held talks with the ministries of defense and foreign affairs of Russia.

RIA reported that Grossi called the talks “tense,” without elaborating. An IAEA spokesman denied that Grossi called the talks tense.

We will remind you that Rafael Grossi also met with Vladimir Putin in October 2022 to agree on the creation of a security zone around the plant. But the IAEA plan agreed at the time was never implemented, partly due to the opposition of Ukraine.
