According to statistics provided by ANAF, in 2022, 1.9 million Romanians chose to remit 3.5% of their income tax (from salary or pension) to NGOs and cult units based on Form 230, according to the Association’s press release. In 2019, there were 2.1 million of them, which is ≈ 400,000 (21%) more than the previous year, registering an all-time high for the 5 analyzed years. Only 1.6 million Form 230s were filed in 2020, and 1.7 million in 2021.

At the national level, in 2022, Romanians diverted approximately 284 million lei (€57 million), but this could attract up to 855 million lei (€172 million), a difference of approximately 5.7 million workers who can divert tax revenue, in an average of 150 lei.

On average, 34% of employees evaded income tax

Over the past 5 years, more and more Romanians have been diverting their income tax to the NGO sector, but the pandemic has drastically reduced their numbers. Despite the upward trend, their number has not reached pre-pandemic values. Inflation and recent fiscal changes, as well as the fact that half of Romanians opted for a 2-year redirection of income tax, affected the previous statistical values ​​and, implicitly, the amounts collected by NGOs in 2022.

In 2018, 36% of 4.9 million employees, in 2019 42% of 5.2 million, in 2020 29% of 5.56 million, in 2021 30.37% of 5.58 million, and in 2022 year, 33.32% of 5.7 million employees decided to make this gesture has an immediate social impact.
