On Wednesday, the Bucharest Military Court registered a case in which DNA requests the reopening of the criminal investigation against Elisei Tiberiu Dumitru, former head of ISU Prahova, and Cristina Čelb, former inspector in the prevention inspection at ISU Prahova, suspected of facilitating activities without permits of the Ferma Dacilor tourist complex in Tohan .

Initially, the case was registered in the Prahov court, which waived jurisdiction in this case in favor of the Military Court. The first court session was scheduled for March 20.

The case was initially closed, but the court suggested reopening the investigation after a fire engulfed the Dacilor farm in which eight people died. Elisei Tiberiu Dumitru and Christina Chelba have the status of defendants in the case.

They didn’t retire “of their own accord”

Elisei Tiberiu Dumitru headed ISU Prahova and resigned in 2021, DSU chairman Raed Arafat publicly stated after the Ferma Dacilor fire that his resignation and the resignation of another former chairman of ISU Prahova was not “by their will”.

Kristina Chelba was a specialist officer I in the prevention inspection of the Prahova ISU. She has been promoted for a long time, and sources at the institution told News.ro that she works at IGSU in a higher position than the one she held at ISU Prahova, with powers that allow her to control her former colleagues in Prahova.

By the way, Christina Chelba’s name appears in the “List of auditors appointed to carry out supervisory audits of persons authorized to perform work in the field of fire protection, in accordance with the provisions of OMAI no. 87/2010”, a list compiled at the level of the National Center for Fire Safety and Civil Protection at the level of the Ministry of Internal Affairs and dated May 2018.

Kristina Chelba’s name appears in the list of auditors appointed by ISU Prahova.

“I find it a challenge to work in this field because we women can demonstrate that we are as well prepared as men in most areas. (…) The life and professional experience that you can get at the ISU can hardly be accumulated in another field,” said Lieutenant Kristina Chelba for the forum.pompierii.info portal, which published a material about female firefighters at the Prahova ISU. , many years ago.

Arafat: The fire alarm did not go off. The location had to be closed during the 2019 ISU inspection / Inspections were carried out in accordance with the interests of the ISU deputy

The fire alarm system at Ferma Dacilor did not work, and during an inspection by the Prahova Emergency Situations Inspectorate in 2019, the boarding house had to be closed, State Secretary Raed Arafat said on December 29, presenting the first findings. control carried out at ISU Prahova.

Another conclusion is that the first deputy head of the ISU Prakhov, who controlled the boarding house, although he had no duties, changes control plans in accordance with his own interests.

According to IGSU Deputy Chairman Benone Duduk, former ISU First Deputy Prahova had abusive behavior, he put pressure on inspectors about the inspections they were supposed to carry out, changed inspection plans and imposed sanctions based on interests. is applied

In addition, the former first deputy of the ISU Prahova was part of the team that carried out the last control at Ferma Dacilor, in the summer of 2019, although he had no duties, he was also the one who determined that only one sanction should be applied, while lack of authority was detected.

“Given the seriousness of these facts, we have agreed and will instruct the transfer of the protocol after completion to the criminal investigation authorities,” the head of the ISU said on December 29.

The head of the Department of Emergency Situations, Raed Arafat, said that it is known that there were certain problems at ISU Prahova, due to which the former heads of this institution retired two years ago, leaving the service “not of their own free will”.

“I want to emphasize one thing. The former chief inspector and the former first deputy resigned, leaving the service against their will. Yes, at ISU Prahova it was known that there were certain problems, so the first two from the management level left. It happened about two years ago. Normally, we were not aware of the specific situation of Ferma Dacilor, but people were taken out of the system, going into reserve, knowing that there were certain problems there,” Arafat told a press conference.

The former chief inspector of ISU Prahova, Mihai Drăgan, and his deputy, Elisei Dumitru, resigned in 2021 after suspicions arose that they turned a blind eye to violations found at several guesthouses and wineries in Prahova, including Ferma Dacilor.

Colonel Eliseus Dumitru Tiberiu was the target of a DNA file declassified in March 2023 due to lack of evidence. DNA investigated the possible direct and repeated involvement of Colonel Eliseus Dumitru Tiberiu in the activities of his subordinates in the sense that he would ask them not to fine several economic agents from Prahov for fire safety violations.

In July 2019, ISU Prahova inspectors conducted an inspection of the Ferma Dacilor boarding house in the village of Tohani Prahova, which is managed through intermediaries by Cornel Dinicu through the company Ferma Dacilor Production SRL. Although the boarding house did not have a fire permit, the firefighters would only have given a warning and would have received a report card instead.

There are practically no chances that the victims will be able to save themselves

On January 3, businessman Kornel Dinica, who founded and actually managed the tourist complex Ferma Dacilor, was arrested, and two administrators in the documents – Adrian Vitomir Ristin and Adelina Elena Ilye – were put under house arrest. All three are charged with the crime of willful destruction causing disaster.

Cornell Diniku argued that the fire that killed eight people was deliberately set, but prosecutors say there is no indication that the fire was set by criminals. The chances that the victims of the fire at “Ferma Dacilor” could be saved were almost non-existent, given the numerous problems that the guest house, which was connected to the electricity network from a water pump owned by an individual, had. with a power of 8.00 kW, which is not enough to maintain the boarding house, it is stated in the document with the prosecutor’s proposal for arrest.

  • “And if the hypothesis of a deliberate arson of the building were to be realized (a hypothesis for which the evidence presented does not support the signs), then the entire situation described regarding the non-compliance of the decision-makers with the rules in the field of fire safety, positions the three accused in the guilt of producing the result, which is in a disaster, because, in relation to the lack of security of the rooms offered as accommodation, the real chances that the victims could be saved were almost non-existent in conditions where:
  • the building was built without a building permit, the attic is made of wooden material, flammable, not provided with optimal evacuation routes, the structure is assigned to the V (fifth) class of fire resistance (the worst class),
  • the building was registered in violation of legal provisions, on the basis of a certificate of verification of the structure of the building, issued without verification of the fulfillment of all basic requirements,
  • the building was constructed without requesting/obtaining any approval/permission from ISU Prahova, it was equipped with a non-functional fire detection, alarm and fire alarm system installed based on an unapproved design,
  • the installation had a passport electrical installation, which was understated (power of 8 kW) relative to the real needs of such a consumer.”
