​The amount of the eco-ticket for the purchase of a new purely electric vehicle will be reduced to 25,500 lei, regardless of the number of used vehicles scrapped in the Rabla Plus program, according to the project released for consultation by the Ministry of Natural Resources. Currently, the cost of an eco-ticket is 51,000 lei for the return of one used vehicle and 54,000 lei for the return of two used vehicles.

How the scrapping premium will decrease when buying fully electric cars

The draft amendments to Rabla Plus were submitted for public consultation on Friday by the Ministry of the Environment and provide for the halving of the environmental ticket provided in this program.

  • Rabla Plus 2024 modification project

Thus, the amount of the eco-ticket, regardless of the number of used vehicles submitted for disposal, will be:

  • a) 25,500 lei for the purchase of a new fully electric car or a new vehicle with a hydrogen fuel cell, with the exception of a motorcycle;
  • b) 13,000 lei for the purchase of a new hybrid electric vehicle, except for a motorcycle that generates a maximum of 80 g CO_2/km in the WLTP system;
  • c) 13,000 lei for the purchase of an electric motorcycle.

It should be noted that the cost of this eco-ticket will not be higher depending on how many used cars you dispose of, as it is now.

The eco-ticket is deducted by the confirmed manufacturer from the sales price, including VAT, of the new vehicle, the difference is insured by the beneficiary from its own sources of financing and/or additional sources of financing: bank loans or financing based on a financial leasing agreement.

The amount of financing cannot exceed 50% of the sales price of a new car purchased under the program, with the exception of state institutions and administrative-territorial units.

What money is currently being awarded to Rabla Plus

At the moment, according to the financing guide in Rabla Plus, the amount of the eco-ticket for the disposal of one used car is:

  • a) 51,000 lei for the purchase of a new fully electric vehicle or a new vehicle with a hydrogen fuel cell, excluding motorcycles;
  • b) 26,000 lei for the purchase of a new hybrid electric vehicle, with the exception of a motorcycle that generates a maximum of 80 g CO_2/km in the WLTP system;
  • c) 26,000 lei for the purchase of an electric motorcycle.

In addition, the amount of the eco-ticket for the return of two used vehicles is:

  • a) 54,000 lei for the purchase of a new fully electric car or a new vehicle with a hydrogen fuel cell, excluding motorcycles;
  • b) 29,000 lei for the purchase of a new hybrid electric vehicle, with the exception of a motorcycle that generates a maximum of 80 g CO_2/km in the WLTP system.

Another change in Rabla Plus: eco-tickets are no longer issued for cars more expensive than 70,000 euros

Another change is that with the Rabla Plus eco-ticket it will no longer be possible to purchase electric vehicles over €70,000 (incl. VAT), the current threshold has been lowered from €75,000 (incl. VAT).

The draft amendment to the Rabla Plus 2024 Funding Instructions is open for public consultation on February 16, from which interested citizens, institutions and organizations can submit their opinions/suggestions/proposals within 10 working days.

The changes included in the Rabla Plus program were announced by the Government back in November of last year.

Environment Minister Mircea Fecet argued at Victoria Palace and why he believes the maximum cost of an electric car purchased with Rabla Plus should be reviewed.

  • “I think the selling price of electric cars has also come down in recent years, so I think it has to be correlated with this maximum ceiling, because it seems unnatural to me that in a situation where you’re going to buy a very expensive electric car, say €75,000, while the vast majority of electric cars cost much less to also benefit from the Rabla PLus voucher,” Minister Mircea Fecet said at the time.

Colacu: I prefer the Rabla program to use cars produced in Romania

In addition, the government wants to change the Rabla program to encourage the purchase of cars produced in Romania.

Prime Minister Marcel Çolaku said this month during a visit to the Dacia plant in Mioveni that an environmental criterion had been introduced into legislation for new purchases by central and local government authorities, which could give an advantage in tenders to car manufacturers that have production . platforms in Romania, respectively Ford and Dacia/Renault.

  • “A green criterion has been introduced for new purchases, which also exists in Germany and other EU countries. In other words, the closer the factory is to the person who wants to buy a car from the central or local government administration, if it is produced in Craiova or Mioven, the closer it is, and then it has a higher rating. The same system exists in any state that wants to protect its economy,” said Cholaku.

The prime minister said that this argument should also be used in Rabelais’ program.

  • “I don’t agree to give another 10,000 euros to get an electric car for 200,000 dollars or euros. I prefer the Rabla program to use cars produced in Romania, the priority is usually given to those who meet the environmental criteria, and I think that at the moment we are entering the norm,” said Colacu.

However, these changes are not contained in this project on the amendment of the Rabla program submitted for discussion by the Ministry of the Environment.
