
The government made some changes regarding the application of the tariff for the use of the national road network (rovinieta) for the period until January 1, 2026, the Resolution was published on Thursday evening in the Official Gazette.
The document provides for the exemption of certain categories of vehicles from the obligation to pay the user fee and to control the validity of the vignette and the fee for foreign users from EU member states, as well as in the case of vehicles registered in non-EU countries.
- for small cars and weighing less than 3.5 tons, 7-day and 90-day vignettes disappear and 1-day, 10-day and 10-day vignettes are introduced, respectively, with a validity period of 60 days. For example, for a car, the fee for wreckage will be 2.5 euros for one day, 5.3 euros for 30 days, respectively 28 euros for a year, and for a vehicle weighing less than 3.5 tons, the fee will be 8.6 euros for one day , 18.2 euros for 30 days, corresponding to 96 euros per year.
- For goods vehicles weighing between 3.5 tons and 7.5 tons, the toll will be 4 euros for one day, 32 euros for 30 days, respectively 320 euros for 12 months.
- For goods vehicles weighing between 7.5 tons and 12 tons, the fee will be 7 euros for one day, 56 euros for 30 days, respectively 560 euros for a year.
- For passenger vehicles with more than 9 seats but not more than 23 seats, the fee will be €4 for one day, €32 for 30 days, respectively €320 per year, and for passenger vehicles with more than 23 seats, the fee will be €7 per one day, 56 euros for 30 days, respectively 560 euros for 12 months.
Payment exceptions:
Ambulance vehicles owned by public bodies/legal entities (not private), vehicles used for local public transport of people through regular services will be exempted from the obligation to pay the user fee, in this case the condition of carriage is only within the territorial-administrative radius of the settlement and for persons authorized to provide school transport.
Regarding the method of carrying out the control by the specialized staff of CNAIR – SA, the regulatory act regulates that it will be carried out separately for foreign users and for Romanian users, due to the fact that the responsibility for keeping a valid receipt belongs as follows:
- in the case of foreign users, the driver.
- in the case of Romanian users, it is the responsibility of the vehicle owner to establish the way to use video cameras at or near border crossing points, respectively, to monitor traffic, and to regulate the waiting time for border crossings.
Control will be carried out:
- at checkpoints across the state border, through survey terminals, for foreign users;
- on the national road network of Romania, for Romanian users, through video camera systems, with the exception of video cameras at and near checkpoints.
