Romania Post started the procurement procedure on Tuesday for the company’s resource planning (ERP) IT system, a contract with an estimated cost of more than 16.7 million lei, which is considered the largest digitization project of the postal operator. All procurement documents, which are currently done on paper, will be created in electronic format and will be processed by this new IT system.

  • “The modernization of bureaucratic processes that have hindered the daily work of both our employees and our customers will finally become a reality. The implementation of the ERP system will radically change the way the internal processes of the Romanian Post are managed, bringing us closer to quickly solving the needs of the almost 8 million customers who cross our threshold.
  • This system will significantly reduce the time and effort required for administrative activities and will be an additional support for about 21,000 employees,” the company’s press release states.

The contract is designed for 5 years, the deadline for submission of proposals is 03.04.2024 by 15:00.

Post currently uses non-integrated applications. The system will eliminate paper contracts

In specifications published in the Electronic Public Procurement System, the Romanian Post Office says it uses several non-integrated programs in its daily operations.

  • “These apps are in most cases completely offline or only allow data to be transferred manually (via data import/export).
  • Automated interfaces are very rare, which means a lot of manual work and a greater chance of data being lost between programs or corrupted.
  • The programs currently used at the CNPR level are outdated and difficult to maintain, they are not integrated and in most cases it is not possible to automatically transfer data between them, or in some cases there is no data exchange at all.
  • In addition, there is no centralized administration of master data, so master information is stored in different versions, in several places,” the document says.

Currently, purchase contracts and order approval and reporting flows are paper-based, and transactions are performed manually.

Thanks to the implementation of the new IT system, all procurement documents, from the report to the order, will exist in electronic form, both scanned and as an object in the ERP, and paper and manual centralization will be eliminated.

Post Romania has approximately 22,000 employees and more than 5,500 postal units nationwide distribute more than 17 million pieces of mail every month.

The company is owned by the state through the Ministry of Digitalization (93.52% of shares) and Fondul Proprietatea (6.48% of shares).
