About 9,000 criminal cases have been opened in Ukraine for evasion of military mobilization by order of President Volodymyr Zelenskyi to counter the Russian invasion, and about 2,600 cases have been sent to court, the Minister of Internal Affairs of Ukraine, Ihor Klymenko, said on Thursday. On the same day, when in Kyiv, the parliament is considering a draft law on lowering the conscription age and increasing punishment for those who evade mobilization.

The Commander-in-Chief of the Armed Forces General Valery Zaluzhny, the Chief of the General Staff Serhiy Shaptala and the Minister of Defense Rustem Umerov appeared before the parliament to explain the proposed measures, the EFE news agency reports. adopted by Agerpres.

Among other things, the government wants to lower the conscription age from 27 to 25 and introduce basic military training for all citizens between the ages of 18 and 25 in training programs lasting no more than three months, as well as increase penalties for those who do not comply with the legislation on mobilization and military service.

The purpose of the measures is to attract about half a million more soldiers to the army. At the beginning of the Russian invasion, the Ukrainian army took advantage of the influx of volunteers willing to fight, but losses at the front forced the authorities to resort to mobilization more and more often.

According to the martial law adopted at the beginning of the Russian invasion, men between the ages of 18 and 60 who are fit to serve in the army are prohibited from leaving the country. Only those with valid medical or family reasons can be exempted from registration, as well as those working in civilian areas considered strategic.

However, many Ukrainian men managed to leave the country. Only in Germany, of the approximately one million Ukrainian refugees who have settled in this country, approximately 190,000 are men aged 18 to 60.

Among the proposed measures to prevent this segment of the population from leaving the country are restrictions and restrictions on the right to drive a vehicle or obtain a driver’s license.
