
The first conclusions based on the results of the control made by the Prahova Emergency Situations Inspectorate after the tragedy in Ferma Dacilor will be presented on Friday by State Secretary Raed Arafat. We will remind, on Tuesday, during the fire that engulfed the boarding house in the village of Tokhani, Prahova district, seven people died – three children and four adults, and the rescuers are still looking for the eighth, and the boarding house operated for ten years without permits for construction, fire safety and operation as a residential premises .
The Office of Emergency Situations announced that from 11:30 a.m. at the headquarters of the Ministry of Internal Affairs, press statements will be held to present the first conclusions of the control carried out after the tragedy in Ferma Dacilor.

Ferma Dacilor, without building permit, fire safety permit and operation as a residential unit

ISU Prahova reported that the boarding house does not have a fire safety permit.
In 2019, ISU Prahova conducted an inspection at the boarding house in Tohana Farm Dachilor. At that time, the representatives of the housing unit did not provide documents from which it would be possible to determine the moment of commissioning, to establish the need to request and obtain a fire safety approval/permit.
“In order to achieve this goal, a substantive inspection was conducted in 2019, 6 violations were identified, one of which was eliminated during the inspection, and 6 warnings were issued,” the ISU Prakhova reported.
At the time of the inspection, no documents were provided to the inspectors from which it was possible to determine the moment of commissioning to establish the need to request and obtain a fire safety approval/permit, the ISU said.
According to the Tohani Tourist Complex’s official website, the foundations of the business were laid in 2013, which was also confirmed by Cornel Diniku, an entrepreneur who identifies himself as the owner of the business, even though he is not listed in the documents of the company that controls the guesthouse.
The prefect of Prahova, Virgiliu Nanu, said that the Dacian farm was built without a permit and became legal only in 2020, when a construction certificate was obtained for these buildings.
The prefect said that according to information received from the local authorities, the tourist complex Ferma Dacilor from Tohani did not have permission to operate as an accommodation unit.
The tragedy at Ferma Dacilor has forced the authorities to start checking all guest houses in Prahov for fire safety permits, according to the order of Prefect Virgiliu Nanu, head of PSD Prahov.
The first dismissals from ISU Prahova after the tragedy at Ferma Dacilor
On Wednesday, the Department of Emergency Situations dismissed the head of the prevention inspection of ISU Prahov on Wednesday and said that it will inform the prosecutor’s office about the control activities that the prevention inspectors carried out in 2019. At the same time, the DSU informs that it will send a control group to the institution, which should check the activities of the Ferma Dacilor guesthouse.
The head of the Prahova ISU, Colonel Nikolae Tudoroi, asked him to be dismissed from his post so that there would be no suspicions about the ongoing investigation. He headed the Emergency Situations Inspection since May 2023. DSU Chairman Raed Arafat asked the IGSU leadership to identify two officers as soon as possible to fill the vacant positions after he fired the head of the Prevention Inspection a day ago from ISU Prahova.
