
The owner of a restaurant in Parcul Tei, Corin Romanescu, asked the general councilors on Thursday to allow car access to the parks for supplies and garbage collection, as it happens in the Old Center, between 6:00 and 10:00 in the morning. He asked the local elected officials to amend the Decision of the General Council to allow the passage of cars.
- “I am the owner of The President restaurant in Tei Park. This is HCGMB 114/2004, which regulates car access to public parks in Bucharest. For several months now, the park administrator has forbidden us to enter the garbage truck and eat in the restaurant.
- Until I came to you, I applied to the transport directorate of the capital city hall, as well as to the 2nd sector of the ADP. The Transport Directorate replied that “our appeal is not subject to the provisions of Art. 2 HCGMB 114/2004, which prohibits the movement of vehicles through parks.
- I also contacted the ADP sector 2. There they replied that “the entry of any vehicle into public parks and squares is prohibited.” This decision, from my point of view, is a decision that confuses things.
- According to this decision, all restaurants in all parks in the city of Bucharest will no longer be able to operate. In Herăstrau, garbage trucks come in, trucks come in, only this solution applies to me, which has many disadvantages.
- At the moment, I am putting garbage cans on a cart and taking them around the park, to Br. Lake Tay. Does this seem normal to you? I have all the permits, I work legally, I pay the operating fee, why do I pay it?” Corin Romanescu explained at the meeting of the General Council.
I asked to change the decision.
“I ask that at the next meeting of the General Council, you include in the agenda a draft decision, by which you make changes to the decision of 2004, by which you allow us to enter without hindrance, as is done in the old Center, where a ride is provided from 6:00 to 10:00” , – said the owner of the restaurant in the park.
The general counsel responded that the cars would interfere with other park users and infringe on their rights.
“I wouldn’t agree to change that decision, I’ll tell you why, I wouldn’t want to see a car from Supercom or any other supplier every day going around the park to take from you, you’re the only one doing business in the park , to collect your trash. I believe that for all other visitors to the park, it is worth making a minimum effort to ensure that they have a decent use of the park, to respect everyone’s right to enjoy the park, said the general counsel.
In response, the restaurant owner said that he also had rights: “Since you say that the citizens of this area should enjoy some rights, I, as a citizen of the city of Bucharest, should enjoy the same rights.”
