The Municipality of Sector 3 wants to install fences for 25 million lei together with the municipal company Algorithm Constructii S3, according to the draft decision of the agenda of the meeting of the local council of Sector 3, scheduled for December 19. It is a framework agreement for 18 months, and the company, on behalf of the city hall, will perform “enclosure works with a galvanized metal fence treated with an anti-corrosion coating by galvanizing” and dismantle old fences.

According to the consent report signed by Mayor Robert Negoitz, the fences are being purchased to improve utility services.

“In order to improve the quality and efficiency of public services provided by the local public administration at the level of Sector 3 of the Municipality of Bucharest, regarding the provision of materials for the repair of streets within the radius of Sector 3 of the Municipality of Bucharest, the Municipality of Bucharest, the need to start a procurement procedure in order to conclude an 18-month framework agreement, which includes a component of installation and dismantling of a galvanized fence treated with an anti-corrosion hot-dip galvanizing method (h=1.2 m or 1.8) m depending on the needs of the field). After assessments conducted by the Directorate of Public Domain Administration and taking into account the needs associated with the biennium, the Directorate of Public Domain Administration has developed a maximum list of such works to cover all specific needs,” the approval report said.

In a few days, it was decided that the proposal sent by the company Algorithm Construcții S3.

“After the notice of intent no. 6777/06.12.2023, registered in Sector 3 of the Municipality of Bucharest, Office of the Mayor under no. 332047/07.12.2023, the award documentation was completed and an invitation to participate was sent to the Algorithm Construcții S3 SRL company to participate in the procedure for awarding the Framework Agreement with the object “Fencing works from galvanized metal fence treated with anti-corrosion galvanizing” on the basis of art. . 31 of Law No. 98/2016 on public procurement with further amendments and additions. After Algorithm Construcții S3 SRL submitted a technical and financial offer (…), a commission was convened to analyze specific documentation. Protocol of the Analytical Commission regarding the proposal to conclude a Framework Agreement with the object “Fencing works from galvanized metal fence treated with an anti-corrosion coating by galvanizing” no. 338132/13.12.2023, the technical and financial offer of the company Algorithm Construcții S3 SRL was recognized as acceptable,” the document states.

Algorithm Constructții S3 is a shareholder in two local council sector 3 companies – Algorithm Residential S3 and SD3 – Sanitation and Snow Removal S3.

The City Hall gave dozens of contracts to its own companies, but they still do not go through the state procurement procedure, contracts concluded with third parties are not on the website, and state money is disappearing. On the Algorithm Construcții website, there are only invoices issued under contracts, but little is clear from them.
