According to a document seen by Hotnews.ro, the City Hall of Sector 3, through the municipal company Algorithm Construcții S3, received an invoice of almost 17,600 euros for the three-month maintenance of 121 palm trees in Hala Laminor and 700 other plants. . The contract was concluded with the company Platinum Plants&More from Giurgiu. For the purchase of exotic plants and maintenance, the Sector 3 city hall company paid more than 1.8 million lei in 2023 to the same company from Giurgiu, which changed its name.

The invoice for the payment of services was issued on October 30, 2023 for the total amount of 87,871 lei, approximately 17,600 euros.

In breakdown, for the maintenance of 700 plants, maintenance for one month costs 18,564 lei, and for 121 palm trees – about 6,050 lei.

The contract for the maintenance of palm trees and plants at Hala Laminor is not the only one that Algorithm Construcții S3 concluded with a company from Giurgiu.

According to the contract concluded on September 25, 2023, potted ornamental plants were purchased for the amount of 306,500 lei, and two invoices were issued for this amount.

According to the addendum to the contract 5315/25.09.2023, he also bought products from this company in the amount of 369,985 lei, according to the invoice issued on November 14, 2023. However, it is not specified what exactly the products are, if they are also plants or something else.

Although the mayor of sector 3, Robert Negojce, boasts about the transparency of decision-making, the contracts are not on the website of the municipal company, the page is on technology.

In total, in the last 3 months, the company Platinum Plants&More from Giurgi issued invoices for the amount of almost 765,000 lei – about 150,000 euros.

According to termene.ro, the sole shareholder and administrator of the company is PRODAN MARIAN DRAGOȘ. Last year, the company had a profit of 425,722 lei and a turnover of 1,748,756 lei. He is also a shareholder of the associated company and administrator of PROJECT GARDEN CONSTRUCT SRL

Platinum Plants&More is actually the former Prodan Truck SRL, which changed its name in 2023, both share the same CUI.

In 2023, Prodan Truck SRL invoiced Algorithm Constructions S3 for more than 1 million lei, mainly for the purchase of exotic plants and their maintenance:

  • purchase of pans of 160, 240 and 285 liters – 375,544 lei – May 16, 2023
  • unspecified products in the amount of 478,084 lei – May 17, 2023
  • unspecified products in the amount of 41,420 lei – June 7, 2023
  • 126 pots of 155 liters worth 31,487 lei – June 7, 2023.
  • bill of 4,581 lei for living in Greece and Italy – August 2023
  • an invoice of 139,755 lei for transplanting a palm tree in pots, planting and maintaining plants in Hala Laminor for 3 months – August 16, 2023.

The odyssey of palm trees in Sector 3 began in May, when Mayor Robert Negoitsa planted palm trees in Bucharest’s Union Square, where he installed sidewalks and some green spaces without the approval of the capital city hall. The city hall immediately removed the palm trees.

At that time, Negoitsa said that palm trees cost “2 lei”, in fact “up to a thousand lei per piece”.

“And, yes, it costs two lei, it costs very little, up to a thousand lei per piece with transport and VAT. If you find a better price for such large plants, please let me know, I’m very interested. We guarantee that if one dies, a healthy plant will replace it. We want not only to have as much greenery as possible, but also as much variety and beauty as possible. The palm trees are really beautiful, and I really hope that they will grow big, be healthy and we will have them for a long time,” explained Negojce.

After the city hall removed palm trees from Piața Unirii, Negoiță decided to create an exotic greenhouse in Hala Laminor. He also announced that he will plant 300 frost-resistant palm trees in the Sector.

  • “I came to Hala Laminor because this is where the story of palm trees begins, a story that is becoming more and more beautiful, with wonderful exotic plants. The city needs as many plants as possible that produce oxygen, we learn in school. People should be encouraged to go to school and study plants.
  • We will enter the Laminor hall and visit the area that will become an indoor park, a botanical garden, where we are going to bring students who did not have the opportunity to visit exotic countries and come here to see how a banana grows on a tree, how oranges, lemons, dates grow.
  • Turning to specialists, they recommended us, asked why we do not build such factories in the city. I told them they wouldn’t last in the city. They said, Mr. Mayor, you are wrong, there are areas like Bucharest where palm trees are resisting and developing,” Negoice said in May this year.

The mini-botanical garden will have lemons, bananas, cacti, bamboo, leander, as well as other types of palm trees, Negoitse also said.

“We need green spaces, plants, and I think this is an opportunity for the little ones to see up close these plants that live in tropical zones. We found these plants at very low prices and will have a mini botanical garden by the end of this year. In addition, on the way to the town hall, those who come to our headquarters will pass through this garden with exotic plants. It’s easy to criticize, harder to do, and we in Sector 3 have proven that we know how to do it,” said the mayor of Sector 3.

Answering a question about where the palm trees that the city hall removed from Unity Square will be moved to, the mayor said that he put some of them in front of the city hall, and the rest in Pantelimon Park, in the water park. The mayor repeated that palm trees cost less than 1,000 lei including transport and VAT, and 260-280 palm trees were bought, “two full trucks”.
