Ukraine’s accession to the EU and the start of accession negotiations do not currently coincide with Hungary’s interests, Prime Minister Viktor Orban said on Kossuth radio station, MTI reports.
Viktor Orban wants the next meeting of EU leaders in two weeks not to make a decision on the negotiations on Ukraine’s accession to the EU.
According to him, it is a mistake that representatives of the European Commission insist that the prime ministers include this topic in the agenda of the summit, which will be held on December 14-15.
This topic should not be included in the agenda, and the European Commission should understand that the fact that the meeting was poorly prepared is its responsibility, Orbán said.
Viktor Orban: Ukraine’s accession to the EU does not coincide with Hungary’s interests
The commission offered to start negotiations on Ukraine’s accession, but this does not coincide with the interests of many member countries and certainly does not coincide with the interests of Hungary, Orbán said.
“And we are in a good enough situation to have the courage to say it, no matter what pressure is put on us,” added the head of the Budapest government.
Preparation does not mean “composing a document that everyone reads”, it means agreeing with everyone, analyzing everyone’s interests and aligning them. And if they managed to agree on them and there is a chance to agree, then make an offer, – said Orban.
Viktor Orban noted that regarding the issue of Ukraine’s accession to the European Union, it is possible to predict that there will be no agreement on this matter, and therefore European unity will suffer.
Unity can be protected by not including on the agenda issues on which there is no agreement, he added.
“There is no solution without us, we are the Union”
The Prime Minister of Hungary noted that the basic treaty of the European Union does not contain the word “veto”, but indicates that there are certain areas in which decisions can be made only with the consent of all member states.
It is not about the fact that someone made a decision and we are calling for a veto, but about the fact that there is no decision without us, he said, emphasizing that “we are an association.”
“The Union is not in Brussels, the bureaucrats are there. The Union is in Budapest, in Warsaw, in Paris, in Berlin,” Orbán said.
The head of the Hungarian government emphasized that we should not get into a situation where we feel remorse for obstructing the implementation of decisions made by others, as Hungary has every right to participate in decision-making only if it is in Hungary’s national interest. .
Budapest initially wants 5-10 years of partnership with Ukraine
The Prime Minister stated that he would advocate for the European Union to first conclude a strategic partnership agreement with Ukraine.
In his opinion, it can last even 5-10 years, and during this time Ukraine can get closer to the EU. “When we see that we can cooperate, then let’s discuss the issue of accession,” but this will be possible only in a few years, Viktor Orbán said.
Viktor Orban also drew attention to the fact that in the case of Ukraine there are many unanswered questions, since the country is in a state of war, its legal and political system does not work like that of a country that lives a peaceful life, so it is impossible to determine whether it is the constitutional framework of the legal state of the EU.
In addition, it is impossible to say exactly how much territory Ukraine, a country that wants to be accepted into the EU, has, because although from a legal point of view a certain part of it undoubtedly belongs to Ukraine, in fact Russia has a military unit stationed there.
Hungarian farmers do not want Ukraine in the EU common market
We don’t know which population it is, because people are constantly fleeing Ukraine, and we don’t even know whether the inclusion of Ukrainian agriculture in the free market will benefit the farmers of the states that are already in this market, or vice versa, Orban continued.
According to Hungarian farmers, hundreds of thousands of them would go bankrupt if Ukrainian agriculture were part of the European system, he added.
Viktor Orban also noted that it is not known from what Ukraine will be supported in case of accession, because if the resources have to be identified in the already existing ones, the countries of Central Europe will lose certain financial resources.
Hungary’s point of view is that support to Ukraine should be provided transparently, outside the EU budget, the head of government said from Budapest.
A separate intergovernmental agreement is needed to create a financial fund to support Ukraine, to which each country will contribute as it sees fit, Orbán said.
