The National Integrity Agency (ANI) is investigating the fortunes of Secretary of State Horia Constantinescu, president of the National Authority for Consumer Protection (ANPC), who is promoted by Liviu Dragnea and supported by Marcel Çolaku and Nicolae Chouquet, USR reports.

USR deputy Mihai Badia, who told ANI, says there are several gaps in the ANPC chairman’s asset declarations.

“In the property declarations submitted by Horia Constantinescu during the periods when he held public positions, there are many gaps, numerous real estate transactions appear, he made many expensive purchases (luxury cars, yachts, watches), and the media wrote about offshore. they control in panama. ANI’s decision to start an assessment of the property and its changes confirms that there are some questionable things there, it was not just what I thought,” USR Deputy Mihai Badea was quoted as saying in a statement sent on Saturday.

A month ago, the USR parliamentarian asked ANI to verify the ANPC chairman’s wealth in the context of several glaring inconsistencies seen in his wealth declarations over the years.

Among them are 1.68 hectares of urban land and 19 buildings acquired in 2019, with an income of only 96,839 lei and no declared accounts or credits under the contract, a yacht worth approximately €250,000, acquired during the occupation of government institutions, holdings up to 100% in several companies, including offshore ones registered in Panama, with zero declared dividends.

Horia Constantinescu’s latest property declaration, filed on May 30, shows no land or housing, with the only asset listed being three luxury watches.

In earlier declarations of wealth, however, a series of rural plots and even residential premises in Predial, Kostinesti, Tuzla appear, as well as a yacht.

In August 2019, former Prime Minister Viorica Dencile appointed Goria Constantinescu to head the National Consumer Protection Authority. Previously, Constantinescu was the head of the Office for the Protection of Consumer Rights in the city of Constanta, known for his high-profile and televised campaigns in seaside establishments.

In November 2019, Horia Constantinescu was dismissed from the post of president of the National Consumer Protection Authority based on the decision of Prime Minister Ludovic Orban. The former president of the ANPC claimed that the restructuring that had begun caused his resignation and revealed that only 20 of the 51 commissioners in Bucharest were competent: “We have brains in institutions at the level of Bucharest-Ilfov”.

Horia Constantinescu, a former PSD member, is the godfather of former Prime Minister Adrian Nestace’s eldest son, Andrii. In February 2020, Horia Constantinescu resigned from the PSD after announcing that he wanted to run for mayor of Constanta.

In January 2022, by the decision of the then Prime Minister of the PNL, Nicolae Chuke, Horia Constantinescu was again appointed as the President of the National Authority for the Protection of Consumer Rights.
