He also explained that his doctoral thesis, which was coordinated by PSD Senator Vasile Dinku, was devoted to the topic of human resources, a topic that has since become law, namely the transfer of management models and best practices in the field of human resources from the private sector to the public sector.

He also said that after he defended his doctorate and passed all the filters of the university faculty, the accreditation committee sent a recommendation to CNATDCU to award him the title of Doctor, however, in 2022, CNATDCU informed him that he should come with certain additions, having 12 months. Minister Ivan added that there were two teams of specialists, one said that everything was fine with his work, the other team that they should come with additional explanations.

“I was waiting for her. I want it to be very simple and transparent. I passed it on and supported it at the Commission. In 2016, I entered graduate school. I enrolled, passed the exam and was enrolled in the budget because I had a good grade, after which I continued my studies. I supported work last year, in September, August-September. The topic of the article was human resources, and I have very good news, because in the meantime, the hypothesis I studied in the article has become a law. He explained that he could not work on his doctoral thesis continuously because 2020 was an election year and it had to be postponed by a year. The Minister of Research added that during this time he worked on about a hundred laws, 30 of which are already valid regulations. He also reported that after defending his doctoral thesis, he received confirmation from the attestation committee, which sent a recommendation to award him the title of doctor, which was then sent to CNATDCU in 2022, and received a notification from CNATDCU in 2022. which he was informed that he must make certain additions, having 12 months to make those additions.

“I had delays because I was working in 2020, we had a campaign, an election, and I put it off for a year. I am a pragmatic person and I will tell you why I started because I believe that one should learn from the best throughout one’s life. After defending the thesis, I received confirmation from the attestation commission, which sent a recommendation for awarding the title of doctor.

The Research Minister also said he could not comment on CNATDCU’s actions, but clarified that there were two teams of specialists, one saying his work was fine, the other saying they should have come with further clarifications.

“I cannot comment. There are two teams of specialists, those who said that everything is very good, and the team of specialists who said that I should provide further clarification. I respect the decisions of both the Commission that proposed and the Commission that said that I should provide further clarification. I’m telling you I’m not a perfect man. Like many people, I have more to learn and I am determined to learn everything I need to be the best,” said Bohdan Ivan.

When asked why this information about his doctoral dissertation appeared now, Minister Ivan answered: “I don’t know.”

I first met him through his lordship’s books, and one day, I don’t know the exact year, 2014 or 2015, I was at the launch of his lordship’s book. And I read one, two, three, five books. I also liked them from the point of view of sociology, Mr. Dinku is one of the best sociologists in Europe. And he wanted me to learn from his lordship, and that’s how I ended up. After that, I invited him to an event with the “Young Social Democrats” organization, where we recorded about a hundred colleagues as speakers, and then we got to know each other better. Mr. Moldovan introduced us. He invited me to the presentation of the book. Automatically then we met, and when I decided to study sociology more, because I graduated from public administration in Babeş (Bolyai – no), after that I got a master’s degree in communication and PR, and sociology, from my point of view, represents one of the most important sciences that govern the society in which we live. The title of Doctor of Research Minister Ivan-Bohdan Grui was declared invalid by the National Council for the Attestation of University Titles, Diplomas and Certificates (CNATDCU), the thesis is coordinated by Vasile Dinku, PSD senator.

His doctoral dissertation did not meet the scientific criteria and was rejected by the experts of the Council.
