The decrease was recorded in all development regions: Bucharest-Ilfov (-1554 authorizations), South Muntenia (-1439), North-West (-1331), West (-977), North-East (-906), South-East (-755 ), South-West Oltenia (-657) and Center (-487).
In September 2023, 3,083 residential building permits were issued, which is 1.0% less compared to August 2023 and 20.5% less compared to September 2022.

In September 2023, 3,083 permits were issued for the construction of residential buildings (-1.0% until August 2023), with a total usable area of 626,659 square meters (-14.3%). Of the total number of permits for the construction of residential buildings, 71.7% are in rural areas.
In September 2023, there was a decrease in the number of issued permits for the construction of residential buildings compared to the previous month (-32 permits). In the territorial profile, this decrease is reflected in the following development regions: North-East (-64 authorizations), North-West (-40), Central (-22), South-East (-19) and South-Mountain (-4). Growth was registered in the following development regions: West (+67 authorizations), South-West Oltenia (+46) and Bucharest-Ilfov (+4).
Compared to the previous month, in September 2023 there was an increase in the useful area of issued permits for the construction of non-residential buildings (+23,005 sq.m.). In the territorial profile, this growth is reflected in the following development regions: West (+22,306 sq. m), South Muntenia (+16,503), North-West (+8,693), Center (+6,416), Bucharest-Ilfov (+6,270) and South – Western Oltenia (+4256).
The decrease was recorded in the North-East (-31218 sq. m) and South-East (-10221) development regions.

In September 2023, there was a decrease in both the number of issued permits for the construction of residential buildings (-20.5%), and the total usable area (-44.7%), compared to September 2022.
In the territorial profile, this decrease in the number of issued permits for the construction of residential buildings (-797 permits) is reflected in all development regions: South Muntenia (-307 permits), North-West (-150), North-East (-114), Center (- 80), Southwest Oltenia (-53), West (-45), Southeast (-33) and Bucharest-Ilfov (-15).
Compared to September 2022, in September 2023 there was a decrease in both the number of issued permits for the construction of non-residential buildings (-13.2%), and the total usable area (-30.1%).
In terms of territorial profile, this decrease in usable area for building permits issued for non-residential buildings (-107,512 sq m) is reflected in North-Eastern (-139,062 sq m) and Bucharest-Ilfov (-14,410) development regions. The increase was registered in the following development regions: West (+26,403 sq. m), Center (+8,464), Southeast (+5,510), Northwest (+3,079), South Mountain (+2,436) and South-West Oltenia (+68).
